- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a contract to Thales Australia Limited, Mine Countermeasures (MCM) Division, Thales Australia Level 2 Building 51, Garden Island, Australia 2011, on a sole-source basis for the acquisition of two (2) Australian Acoustic Generators (AAG), two (2) Infrasonic Australian Acoustic Generators (IAAG ), and four (4) Sweep Tracker Monitor Systems (STMS4). This contract also includes options for three (3) AAGs, three (3) IAAGs, and four (4) STMS4s in fiscal year 2010, and three (3) AAGs, three (3) IAAGs, and five (5) STMS4s in fiscal year 2011. The AAG is a water driven turbine powered acoustic generator that produces ship emulation and can be integrated with any sweep system. The IAAG is the low frequency variant of the Australian Acoustic Generator (AAG). The STMS4 is designed for deployment with the AAG and IAAG to provide positional tracking data and to facilitate control of both manned an! d unmanned operations. This procurement is sole source for the following reasons. All three items being procured are exclusively manufactured by Thales Australia Limited. The STMS4 was manufactured exclusively to interface with the AAG and IAAG. There are no distributors. The AAG and IAAG as well as the STMS4 are proprietary to ADI Limited. NSWC PCD has successfully evaluated this equipment for use in the US Mine Countermeasures (MCM) Fleet having acquired the equipment under contract N61331-06-C-0030 and N61331-07-D-0006. Use of alternate equipment will invalidate these tests. Contracting with another company to design an alternate to this equipment would require extensive development funds that Thales Australia Limited has already expended and will not be cost effective for the US Navy. Additionally, numerous patent issues could require resolution. In summary, the AAG, the IAAG, and the STMS4 are only available from Thales Australia Limited.
