Description
This notice is a combined synopsis/solicitation, Notice of Intent. The Midwest Area for the Agricultural Research Service of the United States Department of Agriculture intends to issue an award to Affymetrix, Inc., 3380 Central Expressway, Santa Clara, CA 95051. This is a sole source procurement under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This is a requirement of the Cereal Disease Laboratory, MWA, ARS, USDA at St Paul, MN for an Affymetrix GeneChip. The services required are the design and manufacture of a custom DNA microarray having over 6.3 million features per array. Affymetrix microarrays with 5 micron features and a 49 format design can accommodate 6.5 million probe locations within 1.28 square centimeters.: The above specified supplies are required to conduct the research that has been funded by the USDA ARS NRI and which has passed peer-review. No other microarray platform can accommodate the number and density of features required for this project on a single microarray. Our previous work has been conducted with Affymetrix GeneChip expression microarrays. Continuing work on arrays with the same platform design will allow for data to be directly comparable without introducing additional unknown variables. Affymetrix sells from inventory, more than 20 different GeneChip expression arrays including those designed for hosts of the fungal phytopathogens to be included on the microarray: Arabidopsis, tomato, wheat, barley and rice. The range of organisms, information density for arrays and broad selection of microarray products is unique to Affymetrix. Having the same expression platform for pathogen and host will allow for simultaneous expression studies in both organisms with directly compatible results. All equipment and infrastructure is in place in St. Paul for processing Affymetrix arrays including the GeneChip Scanner 3000, Fluidics Station 450, 640 Hybridization Oven, GCOS/ GeneChip command console, GTC, expression console, GCOS Server and GCOS Development Server Software, External Developers' Packages, NetAffx and other supporting software packages, service and technical support. Purchase of microarrays of different design may require purchase of additional equipment or software for analysis.This requirement is part of ongoing research and the capabilities to hybridize and scan these chips have been previously set up by Affymetrix as part of their core service. No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 10 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Affymetrix without further notice. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures.
