Description
This is not a Notice of Solicitation. The Department of Veterans Affairs (VA) is seeking input from potential service providers for a requirement to develop and implement an Integrated Financial Accounting System (IFAS) across VA. The Draft Request for Proposal (DRFP), number VA-798A-09-DRP-0006 for the proposed acquisition is available at the following link: http://www.va.gov/flite/acquisition/ifas/DraftRFP.asp. The purpose of the IFAS requirement is to comply with the Federal Financial Management Integrity Act of 1996 (FFMIA) by addressing VA's long-standing major financial management system functionality material weakness and improve financial management performance by providing a modern, efficient core financial management system that complies with Federal accounting and systems standards and provides maximum support to the VA mission. The proposed IFAS contract must enable VA-wide implementation of expanded functional capability, full integration of critical system components, business process reengineering as well as high quality production and customer support. Office of Management and Budget (OMB) rules mandate that VA conduct a public-private competition to satisfy IFAS requirements. The IFAS solution must meet OMB Financial Management Line of Business (FMLoB) business standards. Because of the scope and technical complexity of the effort as well as the size of VA, the acquisition will be challenging from an implementation and execution perspective. The DRFP provides an advance view of how VA intends to satisfy IFAS requirements which will enable potential service providers to be positioned to more rapidly prepare high quality proposals when the final Request for Proposal is issued. VA seeks input from potential service providers in identifying areas in the DRFP that can be clarified or improved so that we can ensure an efficient acquisition process and award a contract vehicle that will be an effective tool for meeting VA needs. The North American Industrial Classification System (NAICS) code for this requirement will be 541512. The corresponding size standard is $25 million in average annual revenues. The proposed acquisition is expected to be open for competition from all interested parties, including large and small business concerns as well as from other Federal agencies. Using source selection procedures described in Federal Acquisition Regulation (FAR) 15.3, an award is contemplated (either a contract to a commercial entity or an interagency agreement to another Federal agency) to the responsible Offeror whose proposal is responsive to the solicitation requirements and is determined to be the best value to VA. VA contemplates an award of a single Indefinite Delivery/Indefinite Quantity (ID/IQ) contract where orders may be placed, at VA's discretion, on a cost plus fixed fee, cost plus award fee or fixed price basis, depending on the nature of the specific order requirements. The ordering period is 120 months with an additional 12-month period for completion of the orders. The orders will be issued against the Basic ID/IQ Contract to acquire the specific items and services that will accomplish IFAS requirements. VA expects performance on the orders will be at both VA and contractor sites. The executive summary letter for the DRFP contains specific response instructions and other important information regarding the anticipated acquisition.
