- The General Services Administration (GSA), Northeast and Caribbean Region is seeking highly qualified construction firms for the build-out of approximately 4000 square feet on one floor in a new government-owned high rise office building currently under construction in Manhattan, New York. Firms participating in this acquisition must have a current Secret Facility Security Clearance issued by the Defense Security Service and SECRET safeguarding capability. Designated contractor employees will also be required to possess Secret personnel security clearances during the bid phase and during contract performance. All interested firms must submit the name and address of their company, the company’s CAGE (Commercial and Government Entity) Code and contact information to the Contracting Officer at hester.harper@gsa.gov no later then 4:00 pm (EST) on December 19, 2008. The Estimated Construction Cost Range for this acquisition is between $1,000,000.00 to $5,000,000.00. This is a total small business set-aside. The applicable North American Industrial Classification System (NAICS) code is 236220- Office Building Construction. A small business concern is defined as a concern (including all of its subsidiaries) having less than or equal to $28.5 million annual average gross revenues of the total concern for the last 3 fiscal years. This effort is currently scheduled to begin in early spring 2009. This project is located on one floor of a high rise structure, and close coordination with the general contractor and coordination with building systems will be required and is essential for the success of the build-out. The building systems requiring coordination and integration include, but are not limited to: fire protection, telecommunications, mechanical, plumbing, electrical and HVAC. In addition, a security contractor is already under contract and is responsible for the security control and alarms within this space. Coordination and integration of the security system is a requirement within the scope of work. The scope includes the installation and testing of Information Technology (IT) and Cable Television (CATV) cabling that will be accomplished in accordance with Building Industry Consulting Services, International (BICSI) Standards and Recommendations. The selected contractor will ensure that the IT cabling is installed by BICSI Certified Installers. In order to be participate in this acquisition offerors must possess at least a Department of Defense (DOD) Secret Facility Clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22-M and SECRET safeguarding capability. Firms that form joint ventures must also comply with the FCL and personnel security clearance requirements. Each entity comprising the joint venture must be issued an FCL, as well as the joint venture. To obtain copies of the solicitation and related documents interested offerors are required to submit current Visit Authorization Request (VAR) and Joint Personnel Adjudication System (JPAS) summaries issued by Defense Security Service (DSS) for personnel picking up classified solicitation packages to Department of State DS/IS/IND by the close of business on December 26, 2008. Offerors shall fax the VAR & JPAS summaries to the Department of State, DS/IS/IND/Denise Wilson, SA-20 13th Floor, 1801 N. Lynn Street, Arlington, VA 22209 Fax number (571) 345-3000. Offerors must annotate on the VAR that the purpose is for solicitation package pick-up only. Classified Information shall not be disclosed to any firm for the purpose of responding to the procurement without a DD254 approved & issued by DS/IS/IND. The Government will only furnish copies of the solicitation and related documents to those interested offerors that have had the required security information verified and accepted. The solicitation and related documents may be picked up and signed for beginning January 5, 2009. These documents will be available at the following location: Department of State, Office of Real Property Management, 2201 C Street, N.W. Rm 1420, Washington, D.C. 20520.
