Description
The solicitation will be available from National Guard Bureaus Business Opportunities Website for Electronic Business Solicitations (EBS) on-line at http://www.nationalguardcontracting.org/EBS/AdvertisedSolicitations.asp. All requests for solicitations shall go through the EBS site. Interested bidders are required to register on the EBS website to access/download the solicitation. Clicking on the solicitation number link will start the registration process. The solicitation, specifications, and associated information minus the plans will be available only from the EBS website. The plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. Interested bidders are required to register on the FedBizOpps website to access/download the plans and specifications. Registration information is available on the FedBizOpps homepage. DESCRIPTION OF WORK: Contractor shall provide all plant, labor, equipment, and materials required to perform construction in accordance with specifications and drawings. Base Bid: This work can be defined by three distinct project types to include (1) alterations/renovations to existing office space, (2) a new building addition, and (3) improvements to existing hangar space. (1) This work consists of alterations/renovations to approximately 40,185 SF of existing office area. This work will reconfigure the interior floor plan resulting in modification of interior walls, ceilings, and floor areas and utility and building systems as necessary. Modify or retrofit systems to include lighting, electrical power service, heat, ventilation, communications, security controls, and fire protection and suppression. Provide interior finishes to include gypsum board walls, tile or carpet floor coverings, and drop ceilings per the interior finish schedule. The reconfigured space will include office/admin area, secure areas, briefing rooms, shop area, and locker-rooms. (2) This work consists of a new building addition of 15,747 SF. Construct concrete slab on grade foundation with a combination of concrete masonry units (CMU) and metal insulated wall panels and polyvinyl-chloride membrane roofing to be architecturally compatible with existing facilities. Provide interior finishes to include gypsum board walls, tile or carpet floor coverings, and drop ceilings per the interior finish schedule. Provide internal utilities to include lighting, electrical power service, heat, ventilation, communications, security controls, and fire protection and suppression. The building addition will provide the building's primary entrance and lobby, office/admin area, and briefing rooms. (3) This work consists of improvements to 39,150 SF of existing hangar space. Some of the improvements include re-lamping existing hangar light fixtures, painting the hangar floors, and providing fall-protection and the installation of a high pressure hot-water-on-demand aircraft washing system in the west hangar bay only. The subsequent award will be a Firm-Fixed-Price contract with a contract completion time of fifteen (15) calendar months from receipt of notice to proceed. All work to be done IAW applicable specifications and drawings. Specs and drawings shall be available with Invitation for Bid (IFB). The estimated project magnitude is between $10,000,000 and $15,000,000. This solicitation is SET ASIDE FOR SMALL BUSINESS. Funds are presently not available for this project. The applicable North American Industry Classification Code (NAICS) for this solicitation is 236210. The Invitation for Bid will be issued on or about 10 December 2008. All responsive offers from responsible offerors will be considered. Interested bidders must be registered with Central Contractor Registration (CCR). CCR registration information can be accessed on-line at http://www.ccr.gov/. Interested bidders are required to submit their representations and certifications on-line at http://orca.bpn.gov.
