Description
NOTICE OF INTENT: The General Services Administration, Automobile Acquisition Support Division on behalf of the Grand Canyon National Park (GCNP) plans to award a sole source, requirements contract to Horton Emergency Vehicles, 3800 McDowell Rd, Grove City, OH 43123 for a brand specific Ambulance, Type 1-AD (Additional Duty) in accordance with the Federal Specification for Ambulances, KKK-A-1822F. The vehicle chassis will be a 2008 Ford or newer 4WD F-450 Super duty chassis with XLT trim package with Horton Model 457-1 Ford Pass-Through conversion package. This other than full and open competition authority is 41 U.S.C.253(c) as implemented by FAR 6.302.1(b) only one responsible source and no other supplies or services will satisfy agency requirements. The Grand Canyon National Park requires a robust and safe ambulance the can withstand the rigors and challenges of this rugged environment. The GCNP is in a remote part of the country, covers 1902 square miles, averages 7,000 feet above sea level, is visited by 5 million people annually and the distance between the North and South Rim is approximately 200 miles or a 5 hour drive. The average age of the 4-ambulance fleet is 11.2 years, the oldest being 18 years old and the youngest being 2 years old. At a minimum, the ambulances have a 10-year emergency medical service lifespan. Horton voluntarily performed dynamic crashworthiness and other product durability tests that influenced the design and manufacture of its commercial ambulances. No other ambulance manufacturer can meet or exceed the federal ambulance construction and safety standards required to meet the CGNP Emergency Medical Services mission. This notice of intent is not a request for proposals. Interested parties who believe they can manufacture and deliver the required ambulance in 180 days after receipt of order must furnish information about its ambulance’s capability to the Contracting Officer no later than 2:00 pm (Eastern Time) on December 17, 2008. All supplied information will be at no cost or obligation to the government. A determination by the government not to compete the proposed contract, based upon responses to this notice, is solely at the discretion of the Contracting Officer. Telephonic, E-mailed or faxed inquires will not be accepted.
