- Description
- The Philadelphia VA Medical Center, Philadelphia, PA intends to enter into a sole source contract with Landauer, Inc., 2 Science Road, Glenwood, IL 60425. Landauer will furnish various monthly radiation exposure monitors (Luxel) as well as reports needed for measuring each employee's exposure levels for the Radiation Safety Office. Due to the unique capabilities of the Landauer radiation exposure monitors, Landauer has been identified as the only company capable of fulfilling the Government's needs. These monitors use Optically Stimulated Luminescence (OSL) technology in radiation detection. The detector material, which consists of aluminum oxide crystals is grown by Landauer and can measure exposure doses as low as 1 mrem. This low dose is important to accurately quantify an employee's exposure to radiation. Landauer also offers the METER tracking program which tracks exposures of employees who are working simultaneously at another institution as well as the VA in Philadelphia. This announcement constitutes the only notice issued; a separate written solicitation will NOT be issued. This procurement is being conducted in accordance with FAR 6.302, only one responsible source and no other supplies and services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Vendors offering monitors including all features listed above and comparable to the Landauer, Inc. monitors are invited to respond to this notice by supplying descriptive information about their monitors to the designated Contract Specialist not later than 4:00 p.m. (local time) on December 15, 2008. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
