Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PERFORMANCE WORK STATEMENT REPLACE PRIVACY FENCING AT ARMY FAMILY HOUSING 1. Scope of Work: The Contractor shall remove the existing wooden fencing in its entirety located behind existing Family Housing Living Quarters, Bldgs 1350 through 1357. Provide and install new 6 tall vinyl fencing, including posts, pickets, rails, gates and all concrete footings required per manufacturers installation specifications. See Item #12, Specific Requirements and attached drawings for Demolition & New Vinyl Fencing Work. Contractor shall field determine existing conditions and material required for complete installation. The Contractor shall include a list of references, including job description, contact name & phone number for a minimum of six previous projects of similar size and scope with bid in order for submittal package to be considered. All work shall be performed in accordance with this Performance Work Statement and all Federal, State and local codes as well as established industry standards. 2. Personnel: The Contractor shall provide qualified personnel who can communicate with Government representatives. a. The Contractor shall act as, or provide a qualified person for all work performed under this contract. This individual shall have authority and responsibility for coordinating with the Government in all matters concerning work site performance. b. All contractor personnel shall be citizens of the United States (U.S.) or possess a valid U.S. Immigration T-151 or I-94, Alien Registration Card. c. The Government has the right to restrict the employment under this contract of any Contractor employee who is identified as a potential threat to the health, safety, security, general well being, or operational mission of the installation and its population. d. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. The Contractor shall not employ any person who is an employee of the Department of the Army, either military or civilian, unless such person seeks and receives approval in accordance with Department of the Army Standards of Ethical Conduct Rules. In addition, the Contractor shall not employ any person who is an employee of the Department of the Army if such employment would result in a conflict of interest as specified in DODD 5500.7-R, Joint Ethics Regulation. e. The Contractors employees shall observe and comply with all installation and Department of Army directives, policies, regulations, and procedures concerning but not limited to, fire, safety, confined space, environmental protection, sanitation, security, flag courtesy, restricted access areas, wearing of military uniforms, possession of control substances, and possession of firearms or lethal weapons. f. All employees scheduled to work on Fort A.P. Hill shall possess a valid picture ID in order to gain access to the installation. All vehicles and personnel entering or exiting the post are subject to search. All personnel must obtain a vehicle pass upon entering the installation; this will be provided at no cost to the Contractor. 3. Protection of Materials and Work: The Contractor shall at all times protect and preserve all materials, supplies and equipment of every description including Government property. The Contractor shall be responsible for all repairs to bring damaged materials back to their original condition. The Contractor shall be responsible for the security of his supplies, equipment and vehicles. No material shall be allowed to be stored on site except in a proper container. 4. Hours of Operation: a. Normal working hours at Fort A.P. Hill are 8:00 AM to 4:30 PM, Monday through Friday except for Federal holidays. The Contractor shall perform all contract requirements within those hours except in emergency situations. If the Contractor desires to work other than normal working hours or on weekends, the Contractor shall obtain written permission, at least five days in advance from the Contracting Officer. b. Recognized Holidays. New Years Day, Martin Luther Kings Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas Day. 5. Permits: The Contractor shall, at no additional cost to the Government, obtain all licenses and permits required for the performance of work in order to comply with all applicable Federal, State and local laws. Evidence of such permits and licenses shall be provided to the Government upon request. Fort AP Hill excavation permit will be required, and may take up to 14 days to process at no cost to the contractor. 6. Safety Requirements: In order to provide safety control for protection to the life and health of employees and other persons; for prevention of damage to property, materials, supplies and equipment; and for avoidance of work interruptions in the performance of this contract, the Contractor shall comply with all applicable portions of the Occupational Safety and Health Act (OSHA) and all pertinent provisions of Army Regulation 385-1, The Army Safety Program. 2 7. Clean-Up: The Contractor shall at all time keep work areas free from accumulations of waste material or rubbish. Prior to completion of the work, the Contractor shall remove any and all rubbish and tools, equipment, and materials, not the property of the Government, from and about the premises. All trash and debris shall be disposed of off the confines of the installation. The Contractor shall not burn any rubbish, debris, and other combustibles within the confines of Fort A.P. Hill. 8. Outages: The Contractor shall coordinate all utility or facility outages a minimum of seventy-two (72) hours in advance of the required shutdown. Coordination shall be made directly with the Contracting Officers Representative (COR). 9. Safety/Environmental: The Contractor shall comply with all local, State, and Federal environmental and occupational safety laws, rules and regulations. Any apparent conflict between compliance with such local, State and Federal laws, rules and regulations, and the required work shall immediately be brought to the attention of the COR for resolution. The Contractor shall be liable for all fines, penalties, and costs that result from violations of, or failure to comply with all such local, State or Federal laws, rules, and regulations. All unsafe acts or conditions fostered by the Contractor or the Contractors personnel may be grounds to halt performance. The Contractor shall take due caution not to endanger any personnel during performance of this work. Upon discovery of a serious hazard such as, but not limited to, fire or large fuel spill, the Contractor shall immediately notify the COR. 10. Quality Control: The Government may conduct inspections of the work while it is in-progress. 11. References: ICC International Building Code (IBC), 2006 Edition. 12. Specific Requirements: a. Demolition of existing wooden fences. (Refer to attached drawings). (1) Satellite dishes and associated cables that are existing to remain are to be removed from existing fence posts by others prior to demolition work. (2) Remove the existing wooden privacy fence in its entirety, including posts, rails, pickets, gates and associated concrete. Dispose of same off of the confines of the installation. (3) If dumpster is required, contractor shall provide and locate in approved location. 3 (4) Contractor shall take care to preserve all existing landscaping including the root systems of existing trees and shrubs. Any plant life damaged due to contractors neglect shall be replaced at contractors expense. (5) Tamp and rake disturbed soil, filling voids as required to provide finished, level grade for new fence work. b. Provide and install new vinyl-type fence and gates (refer to attached drawings). (1) Provide & install new vinyl fence, Cambridge Privacy Fence, approximately 2977 LF (+/-) to include posts, rails, and pickets, installed per manufacturers specifications. See fencing configuration on attached drawing. Exact fence components and lengths must be field verified by contractor. (2) The Contractor shall obtain all necessary and recommended tools from manufacturer to properly install fencing. (3) Provide & Install 6-0 x 4-0 matching gates per manufacturer specifications. (Qty 24). (4) Vinyl fence shall be manufactured by Mid-Atlantic Vinyl, WeatherWise Products, Cambridge type, 6 Tall, color White. (5) Vinyl gates shall be manufactured by Mid-Atlantic Vinyl, WeatherWise Products, Cambridge type, 6-0T x 4-0W, color White. (6) Contractor shall install new fencing behind each housing unit so that all fence posts are visually distributed equally. Each fence section should be assembled so that there is equal reveal at each post end. (7) Offset fence post nearest housing unit as required to provide adequate access to remove/replace vinyl siding corner trim in the future. (8) Maintain 2 between bottom of lower rail and finished grade. Top rail should be level. Fence should follow land contours. (9) Tamp and rake disturbed soil, filling voids as required to provide finished, level grade. (10) Seed and straw all disturbed areas with approved mix. 12. Submittals: Prior to purchasing any material, the Contractor shall provide the Government with a material submittal. This submittal shall clearly indicate what material will be used in the performance of this work. 13. Warranty: The contractor shall provide a one (1) year warranty for workmanship and material.
