Description
THIS IS A SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses (including certified 8(a), Small Disadvantaged, and HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought. Any responses received will not be used as a proposal. The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institutes of Health (NIH) is seeking to identify any sources with capabilities or prior experience that can provide Professional Services for a Fellowship training program in Maternal-Fetal Medicine. The fellowship training will be a joint program with the Perinatology Research Branch (PRB) of NICHD-NIH and Wayne State University (WSU) as approved by the American Board of Obstetricians and Gynecologists for five (5) positions at the Detroit Medical Center. The fellowship requires the following services: STATMENT OF WORK: Background The purpose of the fellowship program is to develop a cohort of trained fellows for a duration of three (3) years and they will be expected to receive post-graduate education, become proficient in the practice of sub-specialty, conduct original research, and attend post-graduate courses required by the board. I.Objectives: Provide all the documentation required by the American Board of Obstetricians and Gynecologists for the joint PRB/WSU fellowship to be approved. Secure an agreement with WSU for the employment of fellows recommended by the PRB, NICHD, NIH. Process the application for clinical privileges for candidates for the fellowship and secure approval of such privileges so that the fellows can practice obstetrics and gynecology during the period of training. If the fellow has been trained outside of the United States, the contractor shall provide the appropriate institutional license for the practice of obstetrics and gynecology. Provide medical malpractice insurance for fellows enrolled in the PRB/WSU fellowship. Advertise the availability of the fellowship in journals, websites, and other appropriate media, such as SMFM meetings, etc Assist in the generation of a brochure describing the fellowship for eligible candidates. Organize an interview process for fellowship candidates which includes interview with the faculty, former fellows, and members of the PRB. Such an interview process shall also require the fellow to present a talk of previous research of work relevant to the application for the fellowship.Participate in the matching program or take positions off the matching system as required by the Director of the Fellowship and the Associate Director. Assist fellows interested in conducting a combined Maternal-Fetal Medicine Fellowship and Genetics training in obtaining such training in an approved program. Organize and pay for the post-graduate educational activities required by the American Board of Obstetrics and Gynecology as coursework. Examples of these include clinical epidemiology and biostatistics, genetics, molecular biology, etc. The fellow may be required to take courses at established institutions such as Cold Spring Harbor Laboratory, Jackson Laboratory, and institutions with established graduate programs. Provide post-graduate educational opportunities in advanced fetal imaging in the form of post-graduate courses in advanced fetal imaging in the form of post-graduate courses in three-dimensional ultrasound, Doppler, etc. Provide educational experience in the performance of prenatal diagnostic procedures such as amniocentesis, chronic villus sampling, fetal blood sampling, intrauterine transfusions, etc. Fellows shall participate in the recruitment of patients into research protocols approved by Wayne State University. This will include the performance of procedures required to accomplish the research goals. Fellows shall participate in research rounds, which are held daily, to monitor protocol enrollment, compliance, and identify research opportunities generated during the course of patient care with centers affiliated with the PRB. Fellows shall participate in the writing of abstracts, manuscripts, peer review of manuscripts, and attend scientific meetings to present original work or take post-graduate courses. Fellows should comply with all regulations for the protection of human subjects from research risk and take all courses required for this including OHRP, Responsible for Conduct of Research, become familiar with Protomechanics, read the mission statement of the PRB, sign confidentiality agreements designed to protect confidential information from patients or ongoing research at the PRB. Fellows shall participate in laboratory research as required by specific projects as indicated by the Fellowship Director and Associate Director. Fellows shall participate in the staffing of the PRB Antenatal Clinics (Prematurity Prevention, Twin gestation, Pre-eclampsia, Previous Fetal Death, etc.). This includes meeting with patients, counseling, obtaining informed consent, performing ultrasound examination, and required clinical care. Fellows shall inform the Fellowship Director and Associate Director of any problem(s) which may impair patient enrollment, compliance with research protocols, follow-up of patients, or conflicts with other research protocols. Fellows shall participate in the call schedule to cover labor and delivery, the high risk obstetrical service, as required by the needs of the Program and training. Companies are encouraged to respond if they have the capability and capacity to provide the identified services with little or no disruption of services to the program and NICHD-NIH in particular. Interested small business potential offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Responses must directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform each of the tasks described above at a sufficient level of detail to allow definitive numerical evaluation; and evidence that the contractor can satisfy the minimum requirements listed above wile in compliance with FAR 52.219-14 ("Limitations on Subcontracting"). Failure to definitively address each of these factors will result in a finding that respondent lacks capability to perform the work. Responses to this notice shall be limited to 15 pages, and must include: 1. Company name, mailing address, e-mail address, telephone and fax numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 3. The North American Industry Classification (NAICS) Code is 611710 and the business size standard is $6.5M and status, if qualified as an 8(a) firm (must be certified by the Small Business Administration (SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran Owned Small Business (must be listed in the VetBiz Vendor Information Pages). 4. DUNS number, CAGE Code, Tax Identification Number (TIN), and company structure (Corporation, LLC, partnership, joint venture, etc). Companies also must be registered in the Central Contractor Registration (CCR) at www.ccr.gov to be considered as potential sources. SUBMISSIONS ARE DUE no later than 3:00pm, Eastern Time, December 12, 2009. The capabilities response shall be sent to Mr. Dana L. Harris, Contracting Officer at NICHD/NIH 6100 Executive Blvd., Suite 5ZOO, Rockville, MD, 20892. All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to the notice will not be returned, nor will there be any ensuing discussions or debriefings of any responses. Information provided in response to this notice will be used to assess alternatives available for determining how to proceed in the acquisition process. This notice is part of Government Market Research, a continuous process for obtaining the latest information on the commercial status of the industry with respect to their current and near-term abilities. The NICHD will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, the content of any responses to this notice may be reflected in subsequent solicitation. This announcement is Government market research, and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
