MARKET SURVEY LAV ARMOR UPGRADE W56HZV-09-R-0175 DESCRIPTION OF INTENT: THIS IS A MARKET SURVEY REQUESTING POTENTIAL ARMOR UPGRADE SOURCE SELECTION INFORMATION IN SUPPORT OF USMC LIGHT ARMORED FAMILY OF LIGHT ARMORED VEHICLES (FOLAV). No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking firms to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey, or any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will be respectfully disregarded. This information is presently being sought for planning purposes only. The Program Managers Office, Light Armored Vehicles (PMO LAV) of the U.S. Army TACOM LCMC (Life Cycle Management Command) requests ballistic protection information for the USMC Light FOLAV. This information is being sought to evaluate industries capability to provide an alternative source for individual panels that provide add-on protection armor for the FOLAV. MARKET SURVEY INFORMATION 1. Solution must provide ballistic protection and survivability equivalent to or greater than the LAV-A2 protection level. Threat protection levels cannot be listed, in accordance with PMO LAV Security Classification Guide. All respondents to this survey must have the ability to access classified information. Respondents should outline specific armor protection schemes with increasing levels of protection for the full spectrum of threats. 2. Solution must be mature, with demonstrated reliability. a. Maturity (1) Objective: Technical Readiness Level (TRL) 8 or higher (2) Threshold: Technical Readiness Level (TRL) 7 or higher b. Reliability (1) Must be able to withstand LAV Operational Requirements Document (ORD) operational conditions and requirements. (2) Solution must not degrade vehicle reliability. c. Conformality: All armor designs, through the manufacturing process, must be capable of conforming to the unique structural shapes. Armor designs must be capable of conforming up to a 90 degree bend while maintaining required protection levels. d. Integration: All offerors armor designs must be able to interface with the existing LAV-A2 mounting schemes and not exceed the current armor envelop. Design must be interchangeable with existing panels. 3. Solution shall not degrade current LAV capabilities, e.g. mobility, maintainability, transportability, etc. a. Weight Requirements: Threshold/Objective: Aerial density of armor solution not to exceed 18 psf (pounds per square foot). b. Armor Space Claim: Threshold/Objective: Maximum armor panel thickness shall not exceed 2 inches. 4. Material solutions must be readily available in sufficient quantities to equip up to 500 vehicles as either individual panel replacements or entire vehicle panel replacement; approximate 1500 square footage per vehicle.
