- MARKET RESEARCH/REQUEST FOR INFORMATION. NO SOLICITATION DOCUMENT EXISTS. The Marine Corps System Command (MCSC) is conducting a market survey to identify products that are currently available to support electronic warfare operations that may minimize life-cycle costs, reduce the logistical footprint, meet DoD safety certifications, can be seamlessly integrated across DoD Service boundaries. The U.S. Marine Corps is seeking economical solutions, either by upgrading existing hardware, purchasing necessary components to upgrade existing hardware, or purchasing a totally new system. The Marine Corps seeks sources of supply and information for both on-the-horizon and existing commercial-off-the-shelf (COTS)/government-off-the-shelf (GOTS) technologies to provide a performance capability upgrade for existing CESAS. The CESAS is currently a combination of COTS and GOTS components, designed to support the Marine Air-Ground Task Force (MAGTF) Commander in conducting electr! onic warfare operations and is the replacement for the AN/ULQ-19 system. The technology should effectively detect, deny and degrade targeted communication systems, and be easily integrated into a variety of Marine Corps ground vehicle assets, and be capable of operations in both stationary and on-the-move configurations, able to switch between mobile operations and stationary operations in less than 10 minutes, capable of emergency displacement within 30 seconds, conduct automatic and manual omni-directional and directional attack providing maximum bandwidth coverage with automated switching between the omni-directional and directional antennas. The desired product should provide computer control for pointing the directional antenna, be operationally available at least 90 percent of a mission in accordance with OPNAVINST 3000.12A, capable of operating against signals from 2 MHz to 6000 MHz utilizing modern modulation schemes, capable of engaging ground targets up to 30 mil! es from system, capable of detecting and attacking Ultra Wideband signals to include fast and agile frequency hopping communications, provide a spectral display of frequency spectrum for operator analysis, capable of measuring effective radiated power from the system for means of diagnostics and calibration. The system should be able to log mission data and exfill this data in a means compatible to current Marine Corps Signals Intelligence (SIGINT) systems, contain a built-in meter that identifies usage/operational time to support Failure Reporting, Analysis and Corrective Action System (FRACAS) reporting, comply with DODI 5000.2 and DODD 4650.1 with regards to Spectrum Supportability and Certification, be designed to operate with the power available from 200Amp vehicle generator as well as A/C or DC power (include any opportunity for rechargeable power) and be easily maintained. The technology must be able to disrupt, deny, or degrade objective signal types and shall comply with MIL-STD 461F, paragraph 5.3 and Appendix, paragraph 5.0. Cablin! g and connector materials shall meet the stated MIL-STD requirements of Section 3.14. The ability to meet MIL-STD 810 Environmental Test requirements is desired. The technology must be lightweight, scalable, reliable, cost effective, rugged (Per MIL-STD 1366E, be able to withstand unimproved road conditions at a speed of 50 mph and rugged terrain at 30 mph), with initial availability by no later than 2010. Interested firms are encouraged to describe additional value added features and follow-on support requirements, if available. Responses shall include a summary sheet providing 1) Dimensions (length, width, height), 2) Weight, 3) Pricing Information, 4) Power Source Capability/Compatibility, 5) Operating Bandwidth (TX BW, channels, EA modes of operation, remote operations/shutdown), 6) Special Features and Safety Concerns, 7) Production Timeline, and 8) Mean Time Between Failure (MTBF). The North American Industrial Classification System (NAICS) code for this effort is 3! 34220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, Size: 750 employees. Firms shall indicate their business size based upon NAICS code 334220. Interested firms are invited to submit a response, not to exceed 10 pages, outlining their ability to meet or exceed the above requirements no later than 2:00 PM EDT on January 9, 2009, including performance limitations that are not met by an available solution and insight on possible alternative technologies that may meet the Government's needs. The Marine Corps will use the results of this announcement to determine what capabilities exist in the marketplace to fulfill the Government's requirements outlined above. MARCORSYSCOM will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the request for information.
