- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation #VA-244-09-RP-0061 is issued as a request for proposal (RFP). This acquisition is set aside 100% for Veteran Owned Small Business's capable of completing work under the North American Industrial Classification System (NAICS) codes 541618 within the small business size of 7.0 Million.Item:Quantity: 1. Provide an analysis of the processes 1 and procedures that may affect the timeliness and accuracy of first and third party collections under the Medical Care Collections Fund (MCCF) in accordance with the Statement of Objectives attached.As a part of the proposal the contractor is required to write a Performance Statement of Work based upon the Statement of Objectives. Description: The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 4) is seeking qualified, responsible veteran owned small businesses firms who have the technical capability and expertise to survey up to three Medical Centers and the VISN Office within the VISN 4 area. Work must be completed within 90 days following the date of award. The Scope of the activity includes any aspect of VA Medical Center organization, process, and procedure that occur prior to bill generation and that may affect the timeliness and accuracy of first and third party collections under the MCCF Program. Although focused on the activities that precede that actual generation of a third party claim for health benefits or a first party copayment bill, the scope may extend to any Medical Center activity with a detectible impact on the revenue cycle.
