- GOVERNMENT SOURCES SOUGHT - REQUEST FOR INFORMATION (RFI) for an individual having the comprehensive set of skills (see below) for enhancing the COMSOL Multiphysics finite-element structural acoustics software and developing a graphical user interface for the scalable-architecture parallel-processing rack computer (super computer) being implemented at the Naval Surface Warfare Center Panama City Division (NSWC PCD). NSWC PCD is bringing together a variety of computational technologies, including COMSOL Multiphysics and the development of additional 3-D finite-element structural acoustics code, which, as an integrated system, can model acoustic scattering of sonar signals from complex objects in realistic undersea environments, from low to high frequencies. THIS IS NOT A REQUEST FOR PROPOSALS. SCOPE: NSWC PCD is looking for an individual possessing the following set of skills for enhancing the COMSOL Multiphysics finite-element structural acoustics software and developing a graphical user interface for the scalable-architecture parallel-processing rack computer (super computer) at NSWC PCD, as follows:1. A broad range of computer science experience, including in-depth knowledge of many high-level and low-level languages, and experience with many software tools, e.g. C, C++, Java, FORTRAN, assembler, Linux shells, awk, and MATLAB.2. Theoretical knowledge and significant experience in the field of finite-element analysis.3. Theoretical knowledge and significant experience in the field of structural acoustics.4. Knowledge of the structure of the COMSOL Multiphysics software.5. Significant Experience with the COMSOL Scripting language.6. Significant Experience developing, building and operating the scalable-architecture parallel-processing rack computer (super computer).7. Development of scalable-architecture parallel-processing rack computer (super computer) graphical user interface. NSWC PCD currently anticipates a level of effort of not to exceed one labor year per year, with a five year period of performance. This research and development is on the cutting edge of scientific application. In order to minimize the cost to the government, a single person who can provide support in all areas listed above is required. NSWC PCD currently has an order, N61331-08-P-8531, which concludes 2008/12/31, under which it is obtaining this support. RESPONSES: Interested parties may provide electronic or paper submittals to be received by the Government by 1630 hours on 19 November 2008. There is no specific format or outline that submittals must follow. Each response must reference the RFI title and must be limited in length to ten (10) typed pages. Specific narrative information that should be provided in the submission include: (1) resume of person proposed for this effort, showing knowledge of above. (2) Summary of programs where those skills were applied (3) level of involvement in those programs (4) and projected cost information. Supporting literature documentation that demonstrates depth of knowledge may be included in addition to the 10-page narrative paper. Contractors responding should indicate whether they are a small business (S), a small disadvantaged business (SDB), 8(a), or large business (L). Telephone responses will not be honored.
