- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ACQUISITION WILL BE MADE UNDER THE SIMPLIFIED ACQUISITION THRESHOLD OF $100,000.00. This announcement constitutes the only solicitation; a written RFQ will not be issued. The SIC code for this acquisition is 8713. This procurement is 100% Small Business set-aside and is open to all responsible small business sources. The following is a description of required service: A specialist in Antarctica geographic names to research and provide geographic names for satellite image maps of Antarctica. The names are to be reviewed by the U.S. Board on Geographic Names (USBGN). Only the U.S. Board on Geographic Names approved names are to be used. - Accurately position geogrphic names on the best available Antarctic map. All naomenclautre and name applications are to be in accordance with recommendations of the Advisory Committee on Antarctic Names (ACAN), U.S. Board on Geogrphic Names (USBGN).- Make specific recommendations to ACAN for naming topographic features, as yet unnamed, which would be beneficial on the final map.- Prepare a textual description of each new geographic names information website. The entry shall include the recommended spelling, geographic coordinates, origin of the name and rationale for its choice.- Prepare textual descriptions for features for which name entries are presently incomplete. Expertise. Knowledge of Antarctic geographic features and their terminology. Ability to identify and correctly interpret topographic features appearing on maps, aerial photographs and satellite images. Familiarity with U.S. and foreign source materials for Antarctic geographic names. Ability to determine whether a feature is named. Familiarity with U.S. policy for Antarctic names and the function of ACAN and USBGN. Ability to present and defend new names to ACAN. Work Product. The vendor shall convey the correct names nomenclature spelling and application of names by means of a names-overlay map or an annotated map with each geogrphic name precisely positioned, as it would appear on the final map. US Board on Geographic Names (USBGN) for Antarctica. The vendor shall work independantly to provide name service in accordance with the USBGN official geographic naming schedules determined by the technical liaison. Vendor must provide past performance reference of a similar service conducted within the past year to the Contracting Officer listed below. Period of Performance: Date of Award through June 30, 2009. All quotes will be due at 2pm EST, on 11/21/2008 to the CO at vfloyd@usgs.gov.
