Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with MGP Instruments, of Smyrna, Georgia for the purchase of a spectroscopic pedestrian portal monitor and software package under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The NIST Physics Laboratory requires a spectroscopic pedestrian portal monitor for testing its capabilities for use by first responders, as well as for use in the development of the new ANSI N42.38 standard for spectroscopic portal monitors used for Homeland Security applications. The SPIR IDENT spectroscopic pedestrian portal monitor from MGP Instruments has been selected as representative of what is currently being deployed in the field for pedestrian applications. This determination was made based on market research and consultations with experts in the field, and was also based on the fact that the MGP Instruments equipment is already in use in large numbers by first responders as well as Federal agencies (including the IAEA). Previous instruments for testing have been acquired from Thermo-Electron, Northrop Grumman, and GBS-Electronik. Future procurements of spectroscopic pedestrian portal monitors from other manufacturers may be made if this pilot program is continued. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor’s commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334513, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on November 27, 2008. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
