- This is not a solicitation, but a Notice of Contract Action. The Defense Finance and Accounting Service (DFAS), Texarkana, Texas, has a requirement to renew its Service Plan for Microsoft Dynamics Great Plains software and annual Maintenance Plan for Mekorma-MICR (Magnetic Ink Character Recognition) Payables & Payroll. This service and maintenance plan renewal is directly related to the Non-Appropriated Fund Instrumentality (NAFI) Accounting and Finance workload for the Morale Welfare, and Recreation (MWR) European Theater. DFAS Texarkana provides a centralized accounting and finance solution to the Europe Region MWR Single Fund, and other NAFI installations in Europe. DFAS intends to award a sole-source Fixed Price contract to CBIZ Technologies, LLC under the authority of 10 U.S.C. 2304 as implemented by FAR 6.302-1. Under the authority of USC 2304(c)(1) pursuant to FAR 6.302.1(a)(2)(iii)(A) “For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely award to any other source would result in – (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition. This announcement is not a request for competitive quotations. The government will not pay for any information submitted. Inquires should be submitted, referencing KOCUV9RI003, no later than November 27, 2008. The Government will review all responses, without prejudice, whether or not the Government initially determines that another firm is fully qualified to fulfill the requirement. No solicitation document is available and telephone requests for information will not be honored. No extensions will be granted.
