Description
The Mission and Installation Command Center-Fort Bragg, NC intends to issue a solicitation to perform custodial services for Gordon Elementary School, Building L-6323, Linden Oaks Community, Cameron, North Carolina, in support of the Department of Defense Educational Activity (DoDEA), Fort Bragg School system. The purchase order shall serve as a bridge contract and shall later incorporate the custodial services for Bowley Elementary School, Building 1-3749 Knox Street, Fort Bragg, North Carolina. The required services are not currently required; however, the services are needed and the dates will be provided at a later date. Incorporation of the services for Bowley Elementary School will be done via modification. The Government intends to issue a separate solicitation to perform custodial services for Gordon and Bowley Elementary School. The requirement will be for a nine (9) month base, with four (4) one-year option periods. The Contractor shall provide personnel (labor) for performing the services. Typical work will consist of custodial and labor services, and safety and security to include some of the following: vacuuming carpet, walk-off mats and throw rugs, sweeping and mopping floors, trash removal, low dusting, spot and ground cleaning. The Contractor shall complete the Criminal History Background Check IAW the provisions of DoDI 1402.5 and referenced checks for each employee working under the contract. The Contractor shall, at his/her expense, ensure and provide documentation that all employees have a Child Care National Agency Check with written inquiries (CNACI) background check. The Contractor shall initiate a National Agency Check (NAC) and State Criminal History Records Check (SCHRC) for each employee within the first thirty (30) days of employment under the contract. In addition, the Contractor shall initiate a Local Agency Check (LAC) and Installation Records Check (IRC) on each employee working under the contract. The Government shall provide training in specific areas, such as Safety and Security Awareness, which may be relevant to work under the contract. The Government shall furnish all supplies and equipment required IAW Federal and EPA regulations for green compliance. The Government shall furnish/make available a facility for Contractor use for performance under the contract. The anticipated contract type will be firm-fixed price (FFP). The period of performance is 1 December 2008 through 28 February 2009. The requirement will be a set-aside for HubZone businesses. The North American Industry Classification System (NAICS) code for this work is 561720, Janitorial Services. The small business size standard is $16.5 million average annual revenue for the previous three years. Interested Offerors must be registered in the DOD Central Contractor Registration (CCR) database, per FAR 52.204-7, Central Contractor Registration. Firms can register via the CCR Internet website at http://www.ccr.gov. It is anticipated the Request for Quotation (RFQ), W91247-09-T-0029, will be available on or about November 13, 2008 at the following website: https://acquisition.army.mil/asfi/solicitation_search_form.cfm.
