- This is a Notice of an Upcoming Funding Opportunity Announcement andProgram Announcement- NO APPLICATIONS WILL BE ACCEPTED AT THIS TIME. This Notice of Intent is to inform the public of an upcoming Funding Opportunity Announcement (FOA) and Program Announcement (PA). The Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), Wind and Hydropower Technologies Program (WHTP) intends to issue a parallel FOA directed at industry partners and a PA directed at Department of Energy Laboratories to address wind development technical challenges as well as market acceptance barriers. The proposed Title for the Announcements is 20% Wind by 2030: Overcoming the Challenges. The parallel Announcements target support for the following five topic areas: Turbine research, development and testing; Market acceptance efforts; Environmental research and siting strategies; Transmission analysis, planning and assessments; and Workforce development. These funding efforts support the 20% Wind Energy by 2030 report which outlines the feasibility of using wind energy to generate 20% of the nation's electricity demand by 2030. The mission of the Wind and Hydropower Technologies Program is to support the Advanced Energy Initiative (AEI) objective to maximize wind energy resource utilization in the United States by leading the Nations R&D efforts to improve wind energy generation technology, and to address barriers to the use of wind energy in coordination with stakeholders. Fulfilling this mission will result in greater energy security and enhanced domestic economic benefit through more diverse, clean, reliable, affordable, and secure domestic electricity supplies. DOE anticipates making the Funding Opportunity Announcement and the Program Announcement available on or after December 9, 2008. It is anticipated that Applications will be due on or about February 10, 2009. All types of domestic entities except other Federal agencies and Federally Funded Research and Development Centers (including DOE National Laboratories) would be eligible for the Funding Opportunity Announcement. Only Department of Energy National Laboratories would be eligible Applicants for the Program Announcement. Cost sharing for the industry FOA will be required. Estimated total funding available is $8 Million (combined for the two Announcements) over two years. DOE envisions awarding up to twenty financial assistance Agreements with award values up to $200,000, distributed between the industry opportunity and the Laboratory opportunity, as a result of this solicitation. The Announcements will be available for viewing at Grants.gov (http://www.grants.gov) and at the DOE's Industry Interactive Procurement Systems (IIPS) or "e-center" (https://e-center.doe.gov). Applicants are encouraged to register at these sites to receive notification of announcements posted by the Golden Field Office. If and when the Announcements are released, applications will only be received through Grants.gov. DOE will not entertain questions at this time. Once the Announcements have been released, a "submit questions" feature will be defined. DISCLAIMER This Notice is issued so that interested parties are aware of DOE's intention to issue the Funding Opportunity Announcement and Program Announcement. Any of the information contained in this Notice is subject to change depending on the needs of the Office of Energy Efficiency and Renewable Energy. Funds are not presently available for the FOA and PA and any projects selected thereunder will be subject to availability of Congressionally appropriated funds in each Fiscal Year.
