- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The award will be written as a Base with 4 option years, This combined synopsis/solicitation is set aside for local small business concerns in the City of Bosie Idaho. Applicable NAICS code is 561410. Anticipated award date is 11/26/2008. The U.S. Fish and Wildlife Service has a requirement for the services of a technical writer/editor located in Boise, Idaho to assist us with formatting large scientific documents. The requirements are listed below: 1. Sense, clarity and flow - ensures that the technical content is complete, accurate,and understandable; the text makes sense and flows well; ensures the document isnot ambiguous, contains faulty logic, factual errors, or is inconsistent. Ensuresthat the document is organized and structured clearly, with each sectioncontaining a purpose and supports it with accurate and consistent information.2. Reference and links - reconciles text references to figures, tables, appendices, andother elements to ensure that the references are present and accurate with no extrareferences. Checks the electronic copy to see if the Web and internal links workcorrectly. Corrects any scientific names, literature cited references, etc.3. Tables and figures - Ensures that tables and figures titles are accurate andconsistent with text references.4. Spelling, capitalization, grammar, and punctuation - Corrects any spelling andusage errors, abbreviations and acronyms are spelled consistently and defined asappropriate. Checks to see if subjects and verbs are in agreement and no missingpunctuation.5. Fonts, symbols, and headings - reviews font size and type to ensure consistency,correct any inappropriate symbols, and checks for correct headings.6. Final look - checks for correct spacing, appropriate page breaks, contentdiscrepancies, etc. In addition to the requirements above, at times we will require short turn around. Also,the vendor needs to be familiar with environmental planning and regulatory compliance,botanical and wildlife resources, and general biological terms. We would complete our reports; submit it to the writer/editor for editing based on a levelof effort required by our management, work closely with the vendor as needed, reviewthe edited draft, make corrections, and review the final. The reports would consist of, but not limited to - biological opinions, listing packages,recovery documents, reports to other federal agencies, and other responses to nongovernment agencies.
