Description
The proposed procurement is for (15 NSN’s), in accordance with approved parts numbers from various manufacturers. Small Business size standard is 500 employees. All responsible sources may submit an offer, which shall be considered. Specifications, plans or drawings are not available. Item(s) are not Critical Safety Item(s). Anticipated contract type is an Indefinite Quantity Contract. This proposed procurement contains an option to extend the Basic contract for up to 3 years, exercised in 1 year increments at the discretion of the Government. The total shall not exceed four (4) years. Items to be shipped to various locations within the established minimum and maximum quantity limits, on an as needed basis. This is an unrestricted acquisition. While price may be a significant factor in the evaluation of the offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. Combined, all other factors will be approximately equal to price. A best value determination will be based on all evaluation factors. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved or implemented in the United States Trade Agreement Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. The proposed contract action is for supplies or services in which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This solicitation will be issued on or about November 23, 2008. The contract specialist will not be able to provide copies of the solicitation. The solicitation will be available after issue date at https://www.dibbs.bsm.dla.mil.
