Description
Small Business Sources Sought. This is a Sources Sought announcement only seeking Small Business responses in order to determine Small Business participation in the acquisition. The Northern Region Contracting Center (NRCC) intends to procure support services to assist the Directorate of Information Management (DOIM) located at Carlisle Barracks (CBks), PA. The goal of the action is to maintain the current level of DOIM services to Carlisle Barracks while conducting improvements to meet the goals and objectives of the Garrison and US Army War College through modernization, consolidation, and Business Process Reengineering. The services to be performed are in areas of automation, network security and operations, telecommunications, records management, information assurance security, publication services, printing, and visual information. (a) Telecommunications. This includes management of the installation telecommunications center and of leased commercial and Army telecommunications systems. Support requirements include, but are not limited to: voice, video, computer communications lines, localarea networks, NIPRnet approved Wireless Networking, Private Branch Exchange Systems (Nortel SL100), Voice over Internet Protocol (VOIP), Land Mobile Radio and interfaces to DoD networks. (1)Telecommunication functions include, but are not limited to, the secure handling of record traffic for transmission, delivery, relay, interchange, or transfer. (2) The contractor shall ensure personnel assigned to duty in communication centers, terminals, and relay/switches involved in on-line crypto-operation possess a security clearance equal to the highest classification of the material to which they have access. (3)A formal authorization may be required for access to Special Category message traffic.The contractor shall ensure all personnel are briefed IAW applicable local requirements and guidelines. (4)The contractor shall ensure that communications centers, terminals, and relay/switches meet established physical security standards comparable to the classification of traffic authorized to be passed over the on-line secured communications network and/or the cryptographic system employed. (b) Automation.This includes management of network operations, servers, and client computers, software, peripherals, and associated services and support; document imagery technology and electronic mail systems and other means of transmitting information through local networks and telecommunications. Information Technology Infrastructure Library (ITIL)-based Service Desk Management utilizing the Hewelett Packard (HP) Openview suite of Enterprise Service Management Tools; Computer Education Facility and associated supporting tasks; Application development utilizing Web/Database technology and development tools such as ColdFusion and.NET and Microsoft Structured Query Language (MS SQL), SharePoint 2003/2007. (c) Records management.This includes management of the life cycle of information itself, encompassing record creation, maintenance and use, and disposition.As an integral part of information management, this includes files and correspondence IAW AR 25-400-2, official mail and distribution, declassification, vital records, duplicate emergency files, reports control, office symbols; support and use of military general purpose dictionaries and brevity codes; and the implementation within the Army of the Privacy and Freedom of Information Acts. (d) Publishing and printing. This includes management of the installation's publications and forms management programs to include distribution systems, liaison with Installation copy center and Government Printing Office (GPO).Also included are design, production, and procurement of printed materials, form letters, and blank forms. (e) Visual Information. Includes Graphics Design, Multimedia development, Digital Signage production using Scala Info Channel Designer, Classroom and Auditorium management, Broadcast studio production, AMX programming, AVID editing, TV Broadcasting, and Event and Studio Photography. The Contractor shall develop and update standing/standard-operating procedures (SOPs).The Contractor shall provide a workforce possessing the skills, knowledge and training to satisfactorily perform the requirements of services. Contractor employees shall have the ability to proficiently communicate in the English language. All Contractor personnel must have as a minimum a SECRET clearance.As far as other areas of the DOIM are concerned, all Network Administrators, Database/Web Administrators, one photographer, one auditorium support person, one illustrator, and one multimedia person will require a TOP SECRET clearance. The contractor must be capable of providing Visual Information Auditorium support up to the TOP SECRET Sensitive Compartmental Information (SCI) level. The designated NAICS Code is 541513 - Computer Facilities Management Services with a Business Size Standard ($25.0). Your response shall include the following information: size of company (8a) (i.e. 8(a), Hubzone, Women Owned Small Business (WOSB), Small Business (SB), Veteran, all others), your total revenue for the last three years, past performance on similar work dating back 3 years, your companys capability to do this type of work.
