- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Full and Open Competition with a North American Industrial Classification Systems (NAICS) OF 311111-Dog and Cat Food Manufacturing. The Government intends to award one Blanket Purchase Agreement (BPA) Contract for the purchase of Hill's Science Diet dog food as a result of this solicitation. Brand substitutions will not be accepted. However size and weight differences will be considered. All proposals must include the unit price if there is a size and or weight substitution. The expiration of the basic contract is September 30, 2009. The contract will have three 12 month options. Currently approximately 350 bags of dog food are consumed monthly. This amount is in addition to the canned food and treats that are regularly available. However, these quanities can significantly increase or decrease from order to order. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-5. The following is the requiried sizes and flavors: 1. Lamb and Rice (40 lb. bag) 2. Maintenance (50 lb. bag) 3. Active Formula (40 lb. bag) 4. Senior Formula (40 lb. bag) 5. Sensitive Stomach (40 lb.) 6. Maintenance (Canned) (per case) 7. Dry Bone Regular Treats - (1 lb.) - (12 per case) -- (2 lb.) - ( 8 per case) 8. Dry Bone Light Treats - (1 lb.) - (12 per case) -- (2 lb.) - (8 per case) 9. Jerky Beef Treats (per case) U.S. Secret Service (USSS) has a requirement for Hill's Science Diet dog food, brand substitutions will not be accepted. The contractor will provide and deliver upon receipt of order Hill's Science Diet dog food to the USSS. The period of performance for the base year is from Date of Award through 30 September 2009, with an additional three (3) 12 month option periods ending 30 September 2012. Contractor shall deliver all orders to the address provided by the USSS who shall order the food on an as needed basis. The contractor shall ensure that all packages are marked, packed and preserved in order to ensure the bags arrive unharmed at the destination in accordance with the best commercial practices. Contractor shall coordinate delivery times and quantities with the USSS. Contractor shall provide additional emergency deliveries upon request of the USSS. Contractor shall submit invoices on a monthly basis. Evaluation of Price Price shall be evaluated for price reasonableness. The Government shall conduct its price analysis using one or more of the techniques specified in FAR 15.404-1(b). The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). **By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database (www.ccr.gov) prior to award during performance, and through final payment from any award resulting from this solicitation. **These DHS and FAR Provisions and Clauses may be accessed via: http://www.arnet.gov/far/, www.dhs.gov.
