- Intra-Alaskan 7-passenger air transportation service from Elmendorf AFB to locations throughout the state of Alaska, excluding the Aleutian chain. Desinations include, but are not limited to Cape Lisburne, Barter Island, Cape Newenham, Cape Romanzoff, Cold Bay, Galena, King Salmon, Oliktok, Point Barrow, Point Lay, Sparrevohn, Tin City, and Indian Mountain.. Aircraft must be contractor-furnished, IFR-equipped, turbine-powered, multi-engine aircraft, capable of operating to and from 3,500-foot gravel airfields, and be capable of flying in extreme arctic conditions. Aircraft must be IFR-equipped, multi-engine aircraft, and be capable of transporting a minimum of seven (7) passengers plus baggage capacity of 980 pounds, and the capability to land on and take off from 3,500 foot gravel runways. Contractor aircraft must be fully self-supporting with internal passenger stairs, and auxiliary power unit (APU) for self-starting. Air carriers must possess an FAA operator certificate for FAR part 135. Date for receipt of offers will be on or about 10 Dec 2008. One contract award are anticipated as a result of this solicitation. The period of performance will be 1 Mar 2009 through 28 Feb 2010, with four 1-year option periods. The successful offeror must satisfy all DOD Commercial Air Carrier Quality and Safety requirements as described in 32 CFR, Part 861.3 and DOD additional standards for contract cargo operations under Part 135. Offeror must be certified under Part 135 of the Federal Aviation Regulation (14 CFR 135). NAICS code 481211 applies to this acquisition. The solicitation will be available only at the FedBizOps website, http://www.fbo.gov. This acquisition is 100% set-aside for small businesses.
