Description
NASA/GRC has a requirement for Executive Coaching Services.there shall be 3 periods of performance from: 11/7/08-11/7/09; 11/10/08-11/10/09; and11/13/08-11/13/09. SCOPE NASA Glenn Research Center requires a wide-range of expert executive coaching (individualand team), expert consulting/training and organization development support for a keyleader and their management team at the center. The period of performance is required tobegin November 10, 2008 and end by November 10, 2009. BACKGROUNDExecutive team coaching, expert consulting and ongoing training is necessary to supportongoing executive leadership development and organizational effectiveness to support theorganization and Glenns requirements and mission success. Team coaching is currentlynot available under any existing contract for services focusing on executive coaching andthe expert team coaching and consulting is required as part of this contract.OBJECTIVES/OUTCOMES The vendor (consultant) will provide executive coaching services. Included with theexecutive and management team coaching will include observation and feedback to reinforceskills/behaviors and to strengthen personal and leadership development. Based on thenature of the work, uniqueness of the organization and its leaders, the wide-range ofservices (executive coaching and organizational development consulting ) required willinclude but not limited to: Conflict resolution, communication, public speaking andmeeting facilitation; change and transition management; motivating and influencingothers; leadership qualities, styles, and behaviors; work/life balance and coaching andmentoring others. MEETING SCHEDULE (NUMBER AND LENGTH)The vendor (consultant) shall meet with the leader and/or their management team forindividual and team coaching sessions.These meeting will be scheduled at the GlennResearch Center and via tele cons, and E-mail for twelve (12) months. The entry phase (month one) of this contract will include an initial meeting to defineand agree on the coaching relationship, to develop strategies and action plan toaccomplish the team coaching plan, and to review prior assessments and receive feedback. Phase Two (months 2-11) of this contract will focus on monthly team coaching andmentoring sessions based on the team coaching plan, team leader observations and feedbackfor development, and additional assessments and coach feedback, if needed, to provideongoing development and team skills. Phase Three (month 12) of this contract will include a final review and assessment ofexecutive leadership teams progress and development based on team coaching plan.NUMBER OF PARTICIPANTSThe team membership consists of 3 executives representing a key strategic organization atGlenn Research Center. MATERIALS, EQUIPMENT, FACILITYThe vendor (consultant) shall develop and/or provide all materials and reports,assessments, administration of assessments, analysis and feedback (individual and/orteam), articles and books. Coordination of meetings, tele cons, telephone calls,e-mails, and training will be mutually agreed to and coordinated between and/or among theconsultant, leader, and/or management team members. Training facilities are available,if needed, or can be scheduled by the client organization. CONFIDENTIALITYThe senior leaders and/or human capital representative agrees to the ethical standardsand guidelines established by the International Coach Federation. A copy of the AgencysCoaching Strategy Team Confidentiality Statement can be provided to the vendor forinformational purposes, if requested. All other information will be consideredconfidential by the human capital representative as outlined in the proposal submitted bythe vendor. NASA/GRC intends to purchase the items from NWA Executive Coaching Solutions ofFarmington, Arizona.This is the only known vendor available on the dates required to meet GRC's criticalneeds and to provide executive team coaching.Selection of this vendor significantly reduces costs to the Government; avoidsduplication of efforts and significantly reduces additional time required anc costsincurred if selection is made of another vendor.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 11/7/08 to The NASA Glenn Research Center, Attn: Dennis D. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
