Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Food and Drug Administration (FDA) is soliciting for an instructor to teach classes described below in the following locations, Rockville, MD; Newport Beach, CA; Indianapolis, IN; Purdue University; Raleigh, NC; Albany, NY; San Juan, PR; Birmingham, AL; North Hampton, MA and TBD: FD150 – GMP’s 110 - Course Description: This course provides comprehensive coverage of the Good Manufacturing Practice (GMP) regulations, 21 CFR 110. On completion of this course, students will have the skills and knowledge to identify food processing control deficiencies, food processing facility deficiencies, food processing plant plumbing deficiencies, sanitation deficiencies, and personnel related food safety deficiencies, to apply the appropriate sections of the GMP regulations in citing the observed food safety deficiencies, and to relate the GMP deficiency observation of an adulteration charge under the FD&C Act. The knowledge and skills investigators obtain through this course will result in an increased protection of the public health. FD152 – Food Processing and Technology - Course Description: This course provides an overview of the basic principles in food processing, technology, and associated equipment used to ensure the safety of manufactured foods. Coursework includes detailed studies of food microbiology, food characteristics and properties, food chemistry, thermal processing and heat transfer, fluid flow, emerging technologies, preservation technologies, fillers and packaging technology. Extensive “hands-on” experience with processing equipment is provided in a pilot laboratory setting. The skills and knowledge obtained by Investigators through this course will result in an increased protection of the public health FD319 – Juice HACCP. Course Description: This course prepares FDA investigators to conduct Juice HACCP Inspections in their district. The course includes instruction on the juice HACCP regulations, implementation of the HACCP regulations into juice processors, and the pre-requisite programs for juice HACCP (GMP’s, SSOP’s). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-12. The acquisition is set-aside for Small Business only. The associated NAICS code is 611310 and small business size standard is $ 6.5 Millions. Period of Performance: February 2009 through August, 2009 Technical Evaluation: Proposals received shall first be evaluated from a technical standpoint with the experience and capabilities of the contractor and instructors without regard to proposed cost. Those proposals which are considered to be technically acceptable shall then be evaluated from a financial and management standpoint. Primary consideration shall be given to the evaluation of the technical proposals rather than cost or price. It is pointed out, however, that should technical competence between offertories be considered approximately the same, the cost or price could become primary. Primary consideration shall be given to previous experience in customizing and delivering FDA courses such as Food Good Manufactures Practices (FD150) and Food Processing and Technology (FD152). (c) Experience and Capability of Contractor and Instructors40 points (1) Demonstrate a thorough working knowledge of delivering customized training for responding to outbreaks disasters and emergencies and the capability to apply these principles and concepts to FDA regulated products. This may be evidenced by knowledge and experience with items such as: (a) Previous experience delivering training for FDA field and state regulatory personnel (b) Knowledge of FDA and State Regulatory activities (c) Learning objectives, training topics, target audiences, course outlines, presentation formats, and exercises (d) Relevant background and resource material and its relationship to the course content and participants (e) Availability to deliver courses nationwide according to FDA 2009 DHRD Training Schedule. Dates and Locations are provided, however, the exact dates are available upon request. (i) Other (2) Demonstrate public speaking and adult training experience of the instructors. (a) This is to be evidenced by submission of proper evidence of previous experience, certification and/or credentials pertinent to training. (b) Experience and ability to integrate the use of multimedia aids into the lectures. This is to be evidenced by examples of the quality and types of multimedia aids. (3) Ability to present existing course material and develop new course material as needed for the two training courses stated above. (d) Past Performance25 points Provide descriptions of at lease three (3) governmental (Federal, State, Local, etc...) Client work projects similar to the above mentioned completed within the past Five (5) years or still in process (b) Technical Approach 20 points (1) Technical approach to the conduct of the courses and related support materials is demonstrated by approaches such as format, methodology, feasibility, and appropriateness of the proposed methods together with any unique or imaginative approaches for the conduct of these courses. (2) Demonstrate clear and practical knowledge of the project’s subject matter and means of utilizing adult education principles. (a) Understanding the Scope of Work 15 points (1) Knowledge and understanding of the Scope of Work is demonstrated by the clarity, practicality, and appropriateness of the offeror’s proposal and plan to accomplish the effort. (2) Demonstrate recognition and ability to overcome potential difficulties in the performance of the project.
