Description

The Bureau of Alcohol, Tobacco Firearms and Explosives (ATF) has combined Synopsis/Solicitation requirement for a contractor that will provide technical and instructional support to ATF as delineated in the services and deliverables for administering the National Firearms Examiner Academy (NFEA) a year-long program for firearm and toolmark examiner trainees. Award will be based on meeting the specifications listed above on an All or None basis, and the best value to the government. This is a technically acceptable low cost requirement. "All" technical requirements must be addressed with the contractor's proposal. Objective The contractor will provide technical and instructional support to ATF as delineated in the services and deliverables section of the Statement of Work (SOW). Contractor Qualifications The contractor for this request: Must be experienced in providing training to adult learners with a minimum of a bachelor's degree in Education or forensic sciences. Must have a minimum of 20 years experience in forensic science. The contractor will be responsible for providing instruction for the “Gunshot Residue (GSR)” module of the NFEA. This requires that the instructor be knowledgeable of laboratory procedures for GSR to include modified Griess test; sodium rhodizonate test; protocol for GSR examination in muzzle-to-target distance determination; types of gun powder; shotgun pellet patterning, wound pathology. Must demonstrate experience in writing a training manual, lesson plans and practical exercises for firearm and toolmark examiners. The contractor must be at a minimum a regular member, in good standing, of the Association of Firearms and Toolmark Examiners (AFTE). Services and Deliverables Training As the instructor for the Gunshot Residue portion of the National Firearms Examiner Academy the contractor will provide the following services: The duration of the GSR course will be for one week Monday thru Friday from approximately 7:30 am to 5:00pm each day. The NFEA currently begins in October and runs through September of the following year. One class is conducted during this period with the GSR portion scheduled in May 2009. Schedule is subject to change to accommodate curriculum changes. In addition to the GSR instruction contractor will be required to conduct pre-class preparation over a period of 7 days to include the following: Accompany NFEA staff to purchase garments to be used as targets in preparation for GSR. Garments will be purchased by the government. Select the appropriate firearms and ammunition to shoot at selected targets from those available at the ATF National Laboratory Center. Shoot at targets from various muzzle to garment distances as indicated in Module O of the NFEA Instructor Manual. NFEA Instructor Manual to be provided by ATF. Prepare chemical reagents indicated in Module O of the NFEA Instructor Manual for GSR tests. Chemicals to be provided by ATF. The place of performance will be at the contractor’s office with the exception of preparation and instruction days which will be conducted at the National Laboratory Center in Ammendale, MD. Complete “Module Evaluation Form” provided by ATF upon course conclusion. Provide written assessment of student’s knowledge of material at the conclusion of the course. No travel is anticipated however; the contractor will be reimbursed for travel expenses that arise. Contractor will be responsible to review and update course material annually. All changes are subject to the approval of ATF Training and Professional Development. Any proposed changes will be accepted or rejected by ATF within 30 days of submission. The contractor will also be responsible for approving topics and monitoring NFEA student progress of research projects throughout the one-year program. Contractor will provide 1 day of instruction on Module Q Research Project. The contractor will provide instruction that will enable students to: Execute a research project proposal form Write a learning contract Use an activity log in connection with the learning contract Understand the method of writing research papers Carry out original research and produce a related report Produce an article suitable for publication in “The Journal of Association of Firearm and Toolmark Examiners”. Module Evaluation Form Written Evaluation of Student Presentations Student Progress/Monthly Status Report Updated lesson plans or materials as required Security Requirements Contractor must have favorable results of a collateral investigation on file with the Office of Inspections before appointed to work on any task. Contract shall read and sign the ATF Information Security document and shall sign non-disclosure agreements. The following technical points must be addressed with the contractor's proposal to include 3 references to reiterate the below requirements. Must be no older than 3 years. Must be experienced in providing training to adult learners., specifically extensive experience with firearm and toolmark examiners. Must have completed at a minimum a Bachelor’s degree in Education or forensic sciences. Must have a minimum of 20 years experience in forensic science. Must be knowledgeable of laboratory procedures for GSR to include modified Griess test; sodium rhodizonate test; protocol for GSR examination in muzzle-to-target distance determination; types of gun powder; shotgun pellet patterning, wound pathology. Must demonstrate experience in writing a training manual, lesson plans and practical exercises for firearm and toolmark examiners. The contractor must be at a minimum a regular member, in good standing, of the Association of Firearms and Toolmark Examiners (AFTE). Contractor must be available on an as need basis no later than 11/14/2008. The following clauses apply: FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items. Award will be based upon technical capability to meet specifications, price, and past performance. This requirement is Set-Aside for Small Businesses. The NAICS code is 541990. Awardee must be registered in the Department of Defense’s (DOD) Central Contractor Registration database (CCR) for electronic Funds Transfer (EFT) All interested parties must submit a proosal by November 6th, 2008 no later than 3:00 PM EST via fax machine at 202/648-9117.
