- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitations and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). This procurement is for the purchase of various Adenovirus Serotype Identification Protocols. A listing of the actual protocols is below: Contract Line Item 0001 TrackIt TM 50 bp DNA Ladder 5 ea Contract Line Item 0002 TrackIt TM 100 bp DNA Ladder 5 ea Contract Line Item 0003 Biotin-14-dCTP 20 ea Contract Line Item 0004 E-Gel® 2% 5 ea Contract Line Item 0005 E-Gel® 2% double comb 18-Pak 5 ea Contract Line Item 0006 Platinum® Taq DNA Polymerase High Fidelity 500 rxns 4 ea Contract Line Item 0007 Freight & Ice Charges This is an intention to Sole Source to limited sources. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27 (effective 17 October 2008) and Defense Federal Acquisition Regulation Supplement change notice 20081020. FAR 52.212-4 and 52.212-5 applies to this acquisition. WAWF procedures also apply. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. FAR 52.212-2, Evaluation - Commercial Items, applies. Technical capability will be evaluated by how well the proposed product meets the government requirement instead of predetermined sub-factors. Evaluation Basis for Award: Award will be made to the offeror who has the lowest priced, technically acceptable proposal. It is the offeror's responsibility to be familiar with applicable clauses and provisions. The delivery date of these items is 2 weeks after receipt of Order (WARO), FOB Destination, Brooks City-Base, TX. The NAICS Code is 325413 the size standard is 500 people. The type contract anticipated is firm-fixed price. A due date of offers will be 4:00 PM, Central Time, 13 November 08. The 311th Human Systems Wing/PKBA, Brooks City-Base TX intends to award a purchase order by other than full and open competition in accordance with Subpart 6.302-1 (c). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals.
