Description
A 21-acre island will be constructed by placing geotextile containers on the river bottom (in 1 to 5 feet of water) around the perimeter of the proposed island footprint. The geotextile containers will be filled with fine-grained river bottom sediments utilizing a high-solids dredging technique that will be proposed by the Contractor. The river bottom material will be excavated in a manner to create a channel of prescribed depth and side slopes around the entire constructed island for fish habitat. During excavation, the contractor should anticipate encountering debris, and will separate and remove all debris from the project site. Once the geotextile containers are filled to the prescribed height, additional dredged material will be placed within the island footprint utilizing the same high-solids method. Erosion protection stone will also be placed adjacent to the geotextile containers in defined areas. Lastly, a test section is required, which will consist of constructing a second layer of geotextile containers stacked on top of the first layer. The contract will require up to 125,000 cubic yards of material in one construction season utilizing the approved high-solids dredging technique. The contractor will also be required to provide a boat and field office for the Government to utilize for quality assurance activities. The interior of the island will be filled to finished grade under a separate contract (Stage 2). Estimated Order of Magnitude for this project:$1,000,000 to $5,000,000 Plans and Specs will be available on or about 17 November 2008.
