Description
Contract: Single Award ID/IQ Contract Delivery: Contractual years mid-FY09-FY13. The ceiling of the contract is $48.9 million, based on the total estimated cost of future requirements for five years. Award is anticipated in 3rd QTR FY09. Release of the RFP is anticipated for 21 Nov 2008. Note: an Industry Day is tentatively scheduled for 14 Nov 2008. Description: Program Manager Special Operations Forces Training Systems (PM STS), plans to release the Solicitation W900KK-08-R-0047, Special Operations Forces Requirements Analysis, Prototyping, Training, Operations and Rehearsal II (SOF RAPTOR II) on or near 21 November 2008. Contract types will include FFP, T&M and Cost. It will be a Single Award Indefinite Delivery/Indefinite Quantity contract with delivery orders for each task. This award will be a 100% Small Business set-aside. This acquisition is a follow on effort to the Special Operations Forces Requirements Analysis, Prototyping, Training, Operations and Rehearsal (SOF RAPTOR) contract originally awarded in 2001. The original SOF RAPTOR contract provided a vehicle for conducting training requirements analysis, concept exploration, and prototyping to support United States Special Operations Command (USSOCOM) and USSOCOM Component Command simulator and simulation requirements. The effort to be contracted under SOF RAPTOR II will include similar type tasks to those performed under the original SOF RAPTOR contract. This effort will commence in the second quarter of Fiscal Year (FY) 2009. The effort will consist of a one year basic effort with options for four additional years, for a total of a five year period of performance. The SOF RAPTOR II contract will support the objectives of USSOCOM programs and Component Commands by providing a contractual vehicle for conducting training requirements analysis, concept exploration, and prototyping. This effort to support USSOCOM and USSOCOM Component Command (United States Army Special Operations Command (USASOC), Air Force Special Operations Command (AFSOC), Naval Special Warfare Command (NAVSPECWARCOM), and United States Marine Corps Forces Special Operations Command (MARSOC)) simulator and simulation requirements to be contracted under Special Operations Forces Requirements Analysis, Prototyping, Training, Operations and Rehearsal (SOF RAPTOR) II will include similar type tasks to those performed under the original SOF RAPTOR contract, N61339-01-D-0722-0002. In preparation for SOF RAPTOR II Industry Day, scheduled for 14 November 2008, the following documents are released: 1.Draft SOF RAPTOR II RFP (which includes the basic SOW) 2.SOF RAPTOR II SOW DO 1 SAGIS O and M 3.SOF RAPTOR II SOW DO 2 IG Study 4.SOF RAPTOR II SOW DO 3 Database Study 5.SOF RAPTOR II SOW DO 4 ROI for DMO 6.SOF RAPTOR II SOW DO 5 Radio SIM 7.SOF RAPTOR II DO 5 148 Radio Sample Files titled NN/PRC-148 Multi-Band Intra/Inter Team Radio (MBITR) & AN/CYZ-10 Communications Security (COMSEC) Loading Device 8.CDRLs 9.SOF RAPTOR II GFP_30Jul08 (CLIN 0001) 10.Industry Day Notice and Agenda 11.Partnership II Building Map The Government submits the above draft documents to be used to prepare for the Industry Day meeting.
