- Draft RFP and Presolicitaiton Conference Announcement The Joint Program Manager for Decontamination (JPM-Decon) and the Decontamination Family of Systems (DFoS) Program wishes to inform and solicit input from industry regarding the draft Request for Proposal (RFP) for Future Decontaminant for the DFoS Program. The draft RFP will be available via the Natick Contracting Division website at https://www3.natick.army.mil/upcoming.cfm on or before 11-11-2008. The DFoS program will conduct a presolicitation conference from 0900 1530 on 20 November 2008 in Fredericksburg, Virginia at the Riverside Center Conference Facility. Interested companies must pre-register no later than close of business 14, Nov 2008. Request for attendance should be sent via E-mail to Mr. Victor Murphy at victor.murphy@usmc.mil and Ms. Stacey Shepherd at Stacey.shepherd@usmc.mil. Due to conference facility size attendance is limited. Your request should include the Company name, contact person, address, phone number, fax number, e-mail address and the names of the representatives planning to attend. Attendance is not mandatory and will not affect your eligibility to submit an RFP offer. Questions and comments to the draft RFP shall be received via E-mail at the above address and submitted not later than 14 Nov, 2008. Questions received in response to the draft RFP and the presolicitation conference will be discussed during the Q&A portion at the presolicitation conference. Following the Presolicitation Conference an opportunity will be afforded to attendees for 20 minute one-on-one discussions with the DFoS Program Manager. The discussions will be held on 21 November from 0800-1200 at the JPM-Decontamination location (50 Tech Parkway, Stafford, VA 22556). A sign up sheet for one-on-one discussions will be available at the presolicitation conference. Brief RFP Description The DoD Joint Project Manager for Decontamination (JPM-Decon) is requesting a proposal to identify chemical and biological decontaminants that meet the U.S. Army Center for Health Promotion and Preventive Medicine (USACHPPM) civilian related chemical warfare agent exposure levels for chemical and biological defense. The JPM-Decon DFoS Program Office requests proposals for decontaminants with chemical and biological efficacy (may be addressed by separate products) comparable or superior to existing decontaminants (i.e. HTH, STB, DF-200), have a reduced logistical burden (decreased decontaminant weight, transportation and/or storage restrictions, shelf life issues, etc.), and compatibility with current applicator systems (i.e. JSTDS-SS) and common military materials (i.e. CARC, IPE, metals, plastic, and rubber). To reduce the logistics footprint associated with a bulk liquid decontaminant, the decontaminant will be in the form of a liquid concentrate and/or dry powder(s) that is water soluble. It is desired the decontaminant require no special mixing device and have minimal transportation/storage restrictions. DFoS is interested in decontaminants that are currently available for delivery.
