- Defense Supply Center Richmond, Aviation Supply and Demand Chain, intends to establish a Corporate Contract for sole source items manufactured by Rexnord (Cage 45152) IAW the Boeing Company drawings (applies to 3 NSNs) and Northrop Grumman drawing (applies to 1 NSN) against Solicitation SPM4A2-09-R-0010. Specifications, plans, or drawings relating to the procurement described are not available and cannot be furnished by the Government. The acquisition will be solicited as unrestricted using Other than Full and Open Competition under 10USC 2304( c)(1). Currently the acquisition only encompasses NSNs managed by DSCR. This IQC is for 4 NSNs in FSC 3110. There is a potential at a later date to add NSNs managed by DSCR, DSCC and/or DSCP. It is anticipated that one award will be made against this solicitation. The resultant contract will be Firm Fixed Price Indefinite Quantity Contract (IQC) with a one-year period with provisions included to extend the term of the contract up to two (2) one-year periods. The Solicitation Number is SPM4A2-09-R-0010; IQC08273009019; RA08273004. The final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in this solicitation. Surge requirements apply to all 4 NSNs. The contractor is required to provide a Capability Assessment Plan (CAP) that provides the offeror’s method of covering the Surge & Sustainment quantity and delivery requirements, identification of competing priorities for the same resources, and date the contractor can provide the required S&S capability. The offeror must complete the CAP online and print the CAP questionnaire summary for submittal as part of the proposal or offer. Additionally, any attachments cited in the online CAP must be submitted as part of the offer. The CAP must be completed using eCAP at https://www.dla.mil/wicap/. The solicitation will be posted to DIBBS at https://www.dibbs.bsm.dla.mil on or about November 17, 2008.
