- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. It is anticipated but not gauranteed that the Blanket Purchase Agreement will cover a 5-yr period (24 Nov 2008-24 Nov 2013). The reference number is ALCONSPORTSOFFICIALS and this solicitation is issued as request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. Performance Work Statement (PWS) TABLE OF CONTENTS SECTION NO. Appendix 1, Number of Games and Officials Required SECTION I DESCRIPTION OF SERVICES 1. DESCRIPTION OF SERVICES. 1.1 The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the Sports Officials Services as defined in this Performance Work Statement (PWS), except as specified in Section III as Government-Furnished Property (GFP) and services, at RAF Alconbury Fitness Center. The contractor shall perform the contracted services to the standards identified in this contract. The estimated quantities of work are listed in Appendix 1, Estimated Number of Games and Officials Required. 1.2. SPORTS OFFICIALS SERVICES 1.2.1. Certified Sports Officials. The contractor shall supply the Contracting Officer a list of all officials and their qualifications no later than one week prior to the start of each sport. Only personnel certified in sports officiating shall be allowed to perform work under this contract. The contractor shall maintain records of each individual's training and certifications. Officials must have a current certificate for each sport they officiate. The Contracting Officer may reject any official deemed not qualified. All rejections, changes, or deletions shall be in writing and forwarded to the contractor within 48 hours after evaluation along with the reason for dismissal. Sports to be officiated are as follows: Intramural Sports Varsity Softball Basketball Basketball Softball Flag Football Volleyball Volleyball Soccer 1.2.2 Enforce Rules and Bylaws. Officials are direct representatives of the Sports Program and, as such, are authorized and required to enforce all pertinent rules and bylaws established, with no deviations, for each sports they are officiating, along with the current official association rules established for each particular sport, to include: 1.2.2.1. National Collegiate Athletic Association Basketball Rule Book (current edition) 1.2.2.2. National Intramural Recreation Sports Association Flag Football Rule Book (current edition) 1.2.2.3. FIFA Soccer Rule Book (current edition) 1.2.2.4. Amateur Softball Association of America Rule Book (current edition) 1.2.2.5. The United States Volleyball Association Rule Book (current edition) 1.2.2.6. National Collegiate Athletic Association Football Rule Book (current edition) 1.2.3. Prohibited Participation by Officials. Officials shall not participate as players, coaches, or team managers in the sport in which they are officiating. In addition, the official must not be closely related to any participants of the sport. If so, the official must make this known as soon as possible; the second official will be designated as head official for that particular game. 1.2.4. Pre-Season Meeting. The contractor shall meet with the athletic director for each sports program at least 30 days prior to the start of the scheduled sport to review the specific rules and bylaws governing that particular sport. 1.2.5. Clinics. The contractor or his designated representative shall coordinate, setup, and run officials clinics no later than a week prior to the start of each sport. Scorekeepers and timers will be included in these clinics. 1.2.6. Contractor Employees. The contractor shall supply the Contracting Officer with a complete roster of officials and score keepers names, duty phones, and home phone numbers; prior to the start of each sport session. 1.2.7. Control of Game. The contractor will take full authority and responsibility for proper conduct and control of game, taking positions on the playing area for making calls, and to eject game participants which display poor sportsmanship as deemed by the official. 1.2.8. Scheduling Officials for Games. The contractor shall be sure of the date, time, and location of each game. Contractor shall be responsible for scheduling of all officials for the games that are provided to the contractor by the Government representative. 1.2.9. Validating Calls. An official may consult with another official at any time or when requested to do so by a team coach. However, the final decision will rest with the officials whose executive authority it is to make the decision. 1.2.10. Pre-Game Meeting. The officials will be at the proper location for the scheduled game, 15 minutes before game time, ready to officiate (including scorekeepers and timers). 1.2.11. Wear Proper Uniforms. The officials will wear proper uniforms as outlined in the rule book and have proper equipment in their possession at each game (including scorekeepers and timers). 1.2.12. Cancellation of Games. The official(s) has/have the authority to cancel any game because excessive misconduct or tardiness of a team. This determination will be made at the discretion of the official(s) or Fitness Staff member. Game time is forfeit time. 1.2.13. Postponement of Games. The Fitness Staff have the authority to postpone any game because of emergencies, such as military commitments or inclement weather. Outdoor games will be temporarily postponed due to lightning.If the lightning remains in the area, games will be postponed on an individual basis. Military commitments are subject to the discretion of the Government Representative. 1.2.14 Officials Reliability. If less than the full amount of officials required for a competition shows, the game or match may be postponed and played at a later date with no charge to the Government. 1.2.15. Reporting Injuries. Any injury sustained by a player or official, shall be brought to the immediate attention of a Government Representative. In the event a Government Representative or their staff is unavailable injuries shall be reported no later than 0800 hours the next duty day. 1.2.16. Contractor Notification of Postponement. The contractor shall be notified of a rainout or postponed game not later than two hours before game time. In case of postponements after the two-hour grace period, the contractor will be paid for only the first scheduled game after the notification. 1.2.17. Holidays and Weekends. Officials will be required to work weekends and holidays, as scheduled, or due to make-up games or tournament games. 1.2.18. Consumption of Drugs and Alcohol. No official shall be allowed to work a game if it is determined by the QAP or designated government representative that he/she is under the consumption of alcohol or drugs. At no time will an official smoke or consume alcoholic beverages in, on, or around the playing area. This applies to intermissions, half times, and between games. 1.2.19. Professional Conduct. Officials shall maintain a professional attitude and appearance at all times. The Contracting Officer may request temporary or permanent suspension of any official that does not abide by this contract, the sports rules, or the local bylaws. Reasons may include, but are not limited to: Lack of professional ability, lack of sufficient knowledge of the sport, tardiness, intoxication, misconduct, or unprofessional appearance or behavior. 1.2.20. Scoring Documents. Scorebooks and score sheets will be turned into the Fitness Center staff member before 0800 on the next duty day. All Scoring Documents must to completely be filled out and signed by each official before turn in. 1.2.21. Absent Officials. Should an official fail to report/leave early, the scorekeeper shall proceed until the slot can be filled. The contractor will not be paid for the missing official for the entirety of the game. An official must sign the scorebook and inform league officials of the intended departure. 1.2.22. Equipment Pick-up. Officials will pick up necessary equipment to conduct the game at least 15 minutes prior to game time from the Fitness Center and return it immediately following the game. 1.2.23. Ejection of Players. Incidents leading to player or coach ejection, protest of the game, or any other problem(s), shall be reported to the Fitness Center Staff before 0800 the following duty day. 1.2.24. Outdoor Sports. Officials for outdoors sports shall have the sole responsibility for ensuring outdoor lights are turned off and press boxes are properly secured prior to leaving the field of play. 1.2.25. Contractor Critique. The contractor will meet with the Government Representative upon mutual agreement of the parties for critique by the Chief Fitness Center Director or Sports Director. Critique of officials by Government Representatives will be accomplished with the contractor at least monthly, as scheduled by both parties. However, the Government Representatives shall reserve the right to critique the contractor at any time. Location for meeting will be mutually determined by all parties. 1.2.26. Contractor Inspections. The contractor shall perform periodic inspections to ensure each sport identified in para. 1.2.1 is inspected on a per season basis. The inspection summary shall include criteria that address the performance level of provided services. The contractor shall provide the inspection report to the Government Representative. 1.3. BYLAWS AND RULES. 1.3.1. Bylaws and rules for RAF Alconbury sports program will be provided to the contractor by the Government, four weeks prior to the start of the particular sports season. 1.4. PERSONNEL 1.4.1. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of work. The name of this person, and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the Contracting Officer within 10 days of the award. 1.4.1.1. The Contract Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. 1.4.1.2. The Contract Manager or alternate shall be available via telephone within two hours of receiving a message. 1.4.1.3. The Contract Manager and alternate must be able to read, write, speak, and understand English. 1.4.2 Contractor Employees. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, and general well being of operational mission of the installation and its population. 1.4.2.1. The contractor is cautioned that off-duty active duty military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guardsmen may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor's ability to perform; however, their absence at any time shall not constitute an excuse for nonperformance under this contract. 1.5. QUALITY CONTROL. 1.5.1. In compliance with the contract clause entitled "Inspection of Services," the contractor shall provide a Quality Control Plan (QCP) that contains, at a minimum, the items listed in the Services Summary (SS). The Contracting Officer will notify the contractor of acceptance or required modifications to the plan before the contract start date. The contractor shall make appropriate modifications and obtain acceptance of the plan by the Contracting Officer before the contract start date. 1.5.2. Quality Control Plan. A description of the inspection system to cover all services listed on the Services Summary. The description shall include specifics as to be inspected on both a scheduled and unscheduled basis, frequency of inspections, and the title and organizational placement of the inspectors. Additionally, control procedures for any government provided keys or lock combinations shall be included. 1.5.2.1. A description of the methods to be used for identifying and preventing defects in the quality of service performed. 1.5.2.2. A description of the records to be kept to document inspections and corrective or preventative actions taken. 1.5.2.3. Include a customer complaint feedback system for correction of complaints. All customer complaints shall be answered, necessary corrective action take, and completed records returned to the QAP within two workday. 1.5.3. The records of inspections shall be kept and made available to the Government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract. 1.6. QUALITY ASSURANCE 1.6.1. The Government will evaluate the contractor's performance under this contract using the contractor's Quality Control plan as the primary basis of observation. Government personnel will record all surveillance observations. When an observation indicates defective performance, the QAP will require the contract manager or representative at the site, to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgement that he/she has been made aware of the defective performance. Any action take by the Contracting Officer as a result of surveillance will be according to the terms of the contract. 1.7. SECURITY REQUIREMENTS 1.7.1. The contractor shall obtain both base and vehicle passes. Specific instructions will be provided at the pre-award conference. SECTION II SERVICES SUMMARY Performance Objectives PWS Ref. Performance Threshold Shall supply the Contracting Officer a list of all officials and their qualifications no later than one week prior to the start of each sport. PWS REF 1.2.1 Perf. Threshold 100% of the officials shall have the correct certification for the sport they are officiating. Shall maintain records of each individual's training and certifications. Officials must have a current certificate for each sport they officiate PWS REF 1.2.1 Perf. Threshold 100% of the officials shall have the correct certification for the sport they are officiating. Shall meet with the athletic director for each sports program at least 30 days prior to the start of the scheduled sport to review the specific rules and bylaws governing that particular sport. PWS REF 1.2.4 Perf. Threshold 100% compliance is required. Shall be sure of the date, time, and location of each game PWS REF 1.2.8 Perf. Threshold 95% compliance is required. Officials will wear proper uniforms and have proper equipment in their possession at each game 1.2.11 Perf. Threshold 100% of the officials shall be in the correct uniform. No official shall be allowed to work a game if it is determined by the designated government representative that he/she is under the consumption of alcohol or drugs. At no time will an official smoke or consume alcoholic beverages in, on, or around the playing area. 1.2.18 Perf. Threshold 100% compliance is required. Zero tolerance, 100% Compliance with prohibition on illegal substances and the consumption of alcohol Officials shall maintain a professional attitude and appearance at all times. 1.2.19 Perf. Threshold 100% compliance is required. Scorebooks and score sheets will be turned into the Sports Director, athletic director, coach, principal or person on duty before 0800 on the next duty day. 1.2.20 Perf. Threshold 95% compliance is required. Pick up necessary equipment to conduct the game at least 15 minutes prior to game time and return it immediately following the game 1.2.22 Perf. Threshold 100% compliance is required. SECTION III GOVERNMENT-FURNISHED PROPERTY AND SERVICES 3.1. GOVERNMENT-FURNISHED PROPERTY 3.1.1. Facilities. There are no Government-Furnished Facilities provided under this contract. 3.1.2. Equipment. The Government will provide the appropriate sports equipment and supplies to the contractor for each sport. 3.2 GOVERNMENT FURNISHED SERVICES. 3.2.1 Utilities. Utilities will be provided while the contractor is performing on base. 3.2.2. Security and Fire Protection.
