- Air Force Surgeon General, Air Force Medical Operations Agency (AFMOA) This is a Sources Sought synopsis. In accordance with FAR Part 10, Market Research, this Sources Sought synopsis is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, or a Solicitation. If it is demonstrated that two or more small business concerns have the capability to perform this requirement, procedures under FAR Part 19 utilizing the appropriate small business set-aside program may be initiated. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Background: The Bioenvironmental Engineer Disaster Team disaster team provides technical support to the survival recovery center the Disaster Control Group, and the On-Scene Commander in the event of a Chemical, Biological, Radiological, Nuclear and/or High Yield Explosive and Weapon of Mass Destruction incident. This team is in place at virtually every Air Force Installation. The BEE disaster team identifies and quantifies hazards, through personal and environmental monitoring, to perform a health risk assessment. Additional tasks include but are not limited to: identification and quantification of unknown substances, recommending proper personal protection, stay-time, and evaluating gross and patient decontamination methods to minimize contamination. The HAPSITE® portable GC/MS capabilities are used by AFMS Bioenvironmental Engineering Disaster Team (BEE) to identify substances as Contaminates of Concern, Chemical Warfare Agents, Toxic Industrial Chemicals, Toxic Industrial Materials, and perform health-risk assessments in scenarios associated with emergency response, homeland defense, industrial hygiene, and environmental surveillance. The HAPSITE® portable GC/MS adds capability to the BEE professional for low concentration level detection and verification of chemical warfare agents in air, soil, and liquid sample matrices. Requirement: The contractor shall provide all parts and labor to restore HAPSITE Smart units in the Air Force Medical Service's (AFMS) Medical-CBRN current inventory in the event of any unit malfunction. Repair Service will include an evaluation of the system performance and then provide all of the parts and labor to restore the unit to full functionality per INFICON Test procedure (930-0422-1-A and 930-0422-2-B). Contractor shall cover return of each unit for the 6 months of the contract. This shall also include the replacement of items that are normally considered as expendables i.e. Ionizers, Ion pumps, Column modules, Hand Control unit ("probe"). Additionally, all items in the Ship Kit, with the exception of batteries and concentrator tubes, will be covered under the warranty. The USAF will not be responsible for any repair or upkeep of the units other than Gasses at deployed locations. Contractor shall make all return shipping arrangements of HAPSITE units to the USAF locations. In Continental United States (CONUS), shipment shall use 2nd Day service (UPS Blue or FEDEX, or others). Outside Continental United States (OCONUS) shipments shall use "International Priority Shipment Services" (DHL, FEDEX, or others) and transit times will vary based on the location. Contractor shall provide software updates for all HAPSITE Smart units in the AFMS current Medical-CBRN inventory as they become available and are needed. Contractor shall provide and maintain 20 Hot Swap loaners for Mission Critical locations and depot level maintenance. Contractor shall provide 24/7 reachback assistance and/or technical support Contractor shall maintain serviceability of all HAPSITE Smart units in the AFMS current inventory. Contractor shall be responsible for minimizing equipment downtime by backfilling any/all units in need of repair. Contractor shall be responsible for offering any advances in information technology by providing software updates to all HAPSITE Smart units in the current AFMS Medical-CBRN inventory as long as this stipulation as been built into current contract. Contractor shall provide a summary of repairs report for each HAPSITE Smart unit Biomedical Equipment Repair Technician (BMET) office that is returned to the customer after repair completion. Contractor shall keep historical maintenance records by serial number on all maintenance performed on all HAPSITE Smart units in the AFMS inventory for the entire life of the units. Contractor shall be required to keep a copy of the summary or repairs report for each HAPSITE Smart unit that is returned to the customer after repairs are completed. Contractor shall be responsible for maintaining serviceability of all HAPSITE Smart units in the AFMS current Medical-CBRN inventory.
