Description
The Bureau of Reclamation (Reclamation), Pacific Northwest Region, 1150 N Curtis Rd, Boise, ID 83706-1234, intends to negotiate a contract with the Oregon Department of Geology and Mineral Industries (DOGAMI) for the acquisition of LiDAR (Light Detection and Ranging) digital terrain data in the vicinity of Scoggins Dam near Forest Grove, Oregon. This acquisition is not subject to FAR Part 36.6 Architect-Engineer Services requirements and will be conducted using FAR Parts 12 and 13 procedures. The North American Industry Classification System (NAICS) code applicable to this requirement is 541360, Geophysical Surveying and Mapping Services, and the small business size standard is $4.5 million. Reclamation is conducting dam safety studies of the Scoggins Dam to examine its performance during large earthquakes. Of particular interest is the Gales Creek fault zone which consists of three individual fault segments that have been mapped in very close proximity to the dam by the U.S. Geological Survey. Reclamation is acquiring detailed terrain data for the Gales Creek fault zone using airborne LiDAR technology in the Tualatin River Basin and adjacent areas. DOGAMI has embarked on an extensive, multi-year LiDAR mapping project in western Oregon with a multitude of local federal, state, county and local agencies partnering to meet a variety of mapping needs. DOGAMI has contracted through a nationwide, competitive bid process to perform the LiDAR mapping, including quality assurance requirements. DOGAMI is presently performing Willamette River Valley Phase 1 mapping which encompasses about 2,800 square miles in west central Oregon. Reclamation intends to partner with DOGAMI to acquire LiDAR data for the Gales Creek Valley fault segment (about 121 square miles) as part of this mapping project to realize a substantial cost savings compared to independently acquiring the data. This partnership will take advantage of Phase 1 LiDAR data acqusition activities scheduled for Fall 2008. This notice of intent is not a request for competitive proposals. However, all proposals received by November 14, 2008, will be considered by Reclamation. Information received will be considered only for the purpose of determining whether to conduct a competitive procurement. A determination by Reclamation to not compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation.
