- Description
- The Naval Research Laboratory (NRL) has a requirement for TACSAT IV propellant loading at the Kodiak Launch Complex (KLC) in Kodiak Island, AK. These loading operations will be conducted in the Payload Processing Facility (PPF) at KLC as part the overall plan for preparing TACSAT IV for launch in September 2009. The contractor shall provide the personnel, facilities, materials and services necessary to prepare, load and dispose of residual hydrazine propellant as required to support the TACSAT IV mission as set forth in the pending RFP. The requirement will include a minimum of one option for Propellant Offload, to be exercised in the event it may be necessary to off load propellant from the spacecraft. The option shall cover the materials, equipment, and manpower to offload propellants, per the offload procedure developed under the basic contract. This option shall include potential travel to and from KLC to perform the operation within a 24-48 hour notice. A detailed Statement of Work and applicable TACSAT IV Propellant Loading and Servicing Specifications will be included in the solicitation when issued. A Cost Plus Fixed Fee (CPFF) type contract is anticipated. The period of performance for this effort will be from date of award through 31 December 2009. The option may be exercised at any time within this period of performance. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). An original and three copies of the offerors proposal shall be received on or before the response date and time noted in the RFP. The package should be marked with the solicitation number, due date and time. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
