- This announcement is NOT a Request for Proposals (RFP) or Invitation for Bids (IFB) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify companies with the necessary qualifications to provide the services stated herein. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice to determine if possible set-aside opportunities exist. This requirement is assigned a NAICS Code 541350 Building Inspection Services; the NAICS Code size standard is $7.0 Mil. SCOPE: The intent of the proposed acquisition is to inspect boiler and pressure vessels at Marine Corp Reserve Centers located at Pasadena, CA, San Bruno, CA, Chicago, IL, Lafayette, LA, Baltimore, MD, Brooklyn, NY, Newburg, NY, Folsom, PA, Wyoming, PA, Eastover, SC, Memphis, TN, Galveston, TX, Texarkana, TX, Riverton, UT, Lynchburg, VA, Newport News, VA, and Yakima, WA. All inspections shall be conducted per the National Board Inspection Code (NBIC) and the United Facilities Criteria (UFC) 3-430-07, Operation and Maintenance: Inspection and Certification of Boilers and Unfired Pressure Vessels, with the UFC being the final determination when a conflict occurs between the UFC and NBIC. Frequency of inspection shall be per UFC tables 3-1, 3-2, 3-3, and 3-4. Inspections shall be conducted by inspectors who have official documentation from a member jurisdiction of the National Board of Boiler Inspectors (NBBI) stating that the individual has passed the NBBI examination, must meet the qualifications outlined in paragraph 2-1.1 of the UFC, and have written authorization to inspect from either the East or West NAVFAC Senior Boiler Inspector. Interested businesses that believe they possess the capabilities necessary to undertake this project should submit an electronic copy of their capability statement, addressing the requirements identified above. Please limit responses to 5 pages or less. Any proprietary information should be so identified. Capability statement should be received by the Contracting Officer no later than November 14, 2008. References shall include company name, point of contact, telephone number, telefax number, and email address. Capability statement shall identify the business status of the organization.
