- 1.0SUBJECT Sources Sought Notice (SSN) for Cable Television Service, Naval Submarine Base New London, Groton, CT. Responses are due for this SSN by 9:00 AM on Tuesday, September 30, 2008 (Eastern Standard Time). See section 8.0 for further information. 2.0DESCRIPTION Naval Submarine Base New London, Groton, CT is seeking information from the local Cable TV Industry on interest in the provision of cable television service subscriptions throughout the Base, to its tenant commands, and barracks facilities. Interested oproviders may choose to install a new infrastructure and/or possibly utilize the existing infrastructure (through a separate business agreement with the current hardware & equipment owner, COMCAST) to provide this service. The vendor would be required to enter into a "Non-Exclusive Franchise Agreement" with the Government. 3.0SPECIFIC CABLE TELEVISION AND RELATED REQUIREMENTS 3.1Basic Cable Television Provision 3.2Provider shall include, as "Basic Service", Channels 2-71 (Attached Channel Line-up). Any additional services to include Premium Channels, Data Service and any Extended Channel lineups shall only be provided to those within the Barracks, (billed individually) or Hotel Services. 3.2 Required Outlets Cable TV Outlets by Submarine base location are as follows: Each Command shall have a separate and independent account to be billed separately. It is desired, but not required, that the Government Use Channel be located within the first twelve channels. All base subscribers shall receive the Government Use Channel. The Provider shall not use the Government Use Channel for any other programming to the base. At a minimum the provider will supply a videocassette recorder, character generator, and monitor for programming the Government Use Channel. Such equipment shall be provided to the Subase Information Technology Department. Production equipment shall be owned by the provider, who is responsible for timely maintenance, repair, and subsequent replacement when required. All liability and cost associated with the maintenance, repair and replacement of this equipment shall be the responsibility of the provider. The Navy shall notify the provider within one working day of any failure of such equipment. The Provider shall pick up, replace, or repair the equipment within two working days. If the production equipment will be off line for greater then 2 working days, temporary equipment must be supplied during repairs. All equipment shall be provided and installed within 60 days of contract date. 3.5 EMERGENCY OVERRIDE CAPABILITY The provider shall maintain an "Emergency Override" system for use by the submarine base Commanding Officer or designated representative. This system shall allow live voice or visual communications interrupt on all system channels on the submarine base installation. The the system shall be accessible to the Commanding Officer 24 hours/day, 7 days/week through an exclusive code, which can be accessible by multiple means (telephone, supplied production equipment, etc.). All associated equipment for emergency interruption shall be maintained, repaired, and replaced if necessary at no cost to the Navy. All equipment shall be provided and installed within 60 days of contract date. 3.6 As-Built Drawings The provider shall, at a minimum, provide 2 copies of the "As-Built" drawings annually. One copy shall be in hard copy and the other in an electronic means (AutoCAD, Visio, PDF, etc.). 4.0SAMPLE RESPONSE OUTLINE The following is a suggested outline and suggested page count for a response to this notice. This outline is intended to minimize the effort of the respondent and structure the responses for ease of analysis by the Navy. Section 1 - Introduction Briefly describe your company, your products and services, history, ownership, financial information, and other information you deem relevant. (No suggested page count.) In particular, please describe any projects you have been involved with that are similar in concept to what is described in this SSN, including management and operations approach, security requirements, security assurance processes, and any relevant lessons learned (1 page). Section 2 - Feasibility Assessment (Options) Summarize the feasibility of each option/alternative and the design tradeoffs involved as matched against the existing base framework (organizational configuration and hardware infrastructure). (no more than 1 page) Section 3 - Cost and Schedule Estimates Provide cost estimates for each alternative. Also, discuss cost drivers, cost tradeoffs, and/or schedule considerations. (1 page) 5.0INFORMATION EXCHANGE MEETINGS Depending upon commercial interest, the Navy may hold an information exchange meeting to discuss this potentially competitive requirement with interested service providers. If interested in such an exchange meeting, please respond to the contact provided in section 8.0 prior to November 18, 2008 in order to determine size of facilities necessary to hold pre-solicitation meeting. 6.0DISCLAIMER This Notice is issued solely for information and planning purposes and does not constitute a formal solicitation.
