Description
The Defense Media Agency (DMA) Pentagon Channel intends to award a firm-fixed price contract for the acquisition of the following specialized skills in support of the Pentagon Channel: Master Control Room Lead Technical Operator, Master Control Room Technical Operator, Senior Newscast Director, Newscast Director, Technical Director, Traffic Coordinator, Creative Service Promotion Producer, Creative Services Senior Graphic Artist, Creative Services Graphic Artist, Spot Production Graphic Artist, Creative Services Video Editor, News/Long Form Video Editor, Special Projects Video Editor, Spot Production Video Editor, Sound Designer/Audio Editor, Writer/ Spot Producer, Managing Editor NewsDesk, Videographer, Field Producer, Affiliate Relations/ Marketing, Administrative Specialist/Customer Service, Media Offline/ Quality Control, Media Archivist, Senior Producer Special Projects Long Form, Producer Special Projects Long Form, Senior News Producer, News Producer, News Writer/Reporter, Senior Producer Video/Audio PodCasts, News/Assignment Desk Representative and a Ticker/Crawl Producer. The Pentagon Channel broadcasts military news and information 24 hours-a-day, 7days a week to military and family members around the world and in the United States. It also provides news and information to Guard and Reserve and Coast Guard members and their families. The Pentagon Channel provides timely and in-depth programming highlighting the tremendous work being done by service members throughout the world. The Pentagon Channel also provides Department of Defense news briefing from the Pentagon and remote sites, interviews with top Defense officials, coverage of live DoD events across the country and around the world. The Pentagon Channel is a Department of Defense television service distributed 24/7 to both overseas via the American Forces Radio and Television Service (AFRTS) and throughout the 50 U.S. states via domestic satellite and cable. The successful offeror will use the Pentagon Channel facilities and equipment in conjunction with military and civilian Government staff to produce daily news and information products. Most activities will occur at the Pentagon Channel’s Alexandria facility, but could also take place at the Pentagon or other locations in the National Capital Region or across the United States. The contractor selected must maintain operational activities within 2 hours of the Washington, D.C. area. The anticipated date of issuance of the Request for Proposals (RFP) is on or about 4 DEC 2008 with proposals due approximately 30 calendar days after. The contract will be awarded for an initial six (6) month base period with four (4) one-year option periods. The North American Industry Classification System (NAICS) code is 512191 and the size standard is $29.5 million. Interested small businesses that are certified and qualified as a small business concern in NAICS 512191 are encouraged to respond. The solicitation and all attachments will be electronically issued and may be accessed for viewing and downloading on the Government Electronic Posting System (EPS) site at www.fbo.gov. Once the solicitation is posted, it is the responsibility of all interested parties to review this site frequently for any updates/amendments that may occur during the solicitation process. The Government will not provide paper copies of the solicitation package nor planholder list. Fax, telephone, written or email requests for the solicitation package and planholder will not be honored. All questions concerning this RFP must be submitted in writing 10 calendar days prior to the RFP closing date. Questions received less than 10 calendar days prior to the closing date of the RFP may not receive a response. NOTE: The solicitation issuance date is an estimate, not an actual, and the actual can be before or after the stated date. The response date cited above does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government reserves the right to cancel this procurement/solicitation either before or after the RFP closing date, with no obligation to the offeror by the Government.
