Description

THE SOLICITATION AND IT’S RESULTANT CONTRACT ARE CASCADING SET ASIDE FOR: (1) SERVICE DISABLED VETERAN; (2) HUBZONE; (3) SMALL BUSINESS CONCERNS, IN THAT ORDER, WITH THEIR PRIMARY OFFICE LOCATED WITHIN THE STATE OF MONTANA. ORDER OF CONSIDERATION BEGINS WITH NUMBER ONE (1) ABOVE, AND MOVES TO NEXT IN LINE, IF NO SUITABLE PROPOSALS ARE RECEIVED. This pre-solicitation notice is for the procurement of remodeling of current office space in the Farm Services Agency, located on the 5th floor in the Federal Building/U.S. Post Office, at 10 East Babcock Street, Bozeman, Montana. The scope of work involves the demolition and remodel/construction of new office space, to align work flow structure within the office. Work shall include, but is not limited to, demolition of existing walls, ceiling, doors, carpet, electrical and mechanical components, site work, modification to existing electrical distribution system, HVAC system including grills, diffusers, and T-Stats, mechanical, electrical, as needed to accommodate the new office configuration, etc. NAICS – 236220 with a size standard of $33.5 million. The estimated range for the total contract value is between $250,000 and $500,000. Contract completion shall be May 31, 2009. The solicitation will be issued on or about November 19, 2008, with proposals due not later than COB January 5, 2009. Award will be a firm fixed price contract, and the procurement method shall be a competitive negotiated Request for Proposals. The following evaluation factors shall be used in determining the contractor offering the best value to the Government: (1) Past performance on similar projects, (2) Information that demonstrates their experience in undertaking/managing projects that involve phasing of construction work in occupied space, (3) Schedule, and (4) Price. The subject solicitation includes Sensitive but Unclassified (SBU) information. For reasons of security and before release of SBU information, the requester must complete the Document Security Notice to Prospective Bidders/Offerors Form, and provide the following information: company name and address; point of contact name; phone number; and e-mail address; company DUNS number and Tax ID number; company’s bonding limitation for a single contract; and a copy of the company’s business license. All requests shall be submitted on the company’s official letterhead via e-mail to shawna.horvath@gsa.gov. Specifications and requirements will be furnished with the solicitation to all eligible and interested parties via e-mail.
