- The Bureau of Reclamation, Upper Columbia Area Office intends to negotiate a sole source contract with Mr. Hardy Dalton. The purpose of this contract is to obtain assistance for the operation and maintenance of the Bureau of Reclamation' s Yakima Kampgrounds, commonly referred to as the KOA Campground. The authority for use of other than full and open competition for this transaction is implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The cited authority must be used because it is the only practicable method of acquisition due to the nature of the supplies or services to be acquired as follows: This position is responsible for the operation and maintenance of the Bureau of Reclamation' s Yakima Kampgrounds, commonly referred to as the KOA Campground. This position will manage the campground until all of the tenants have been relocated. The manager of the campground must live on the premises to address emergency actions. Major Duties Include:Collection and recording of rent from tenants.Purchase materials for supplies needed to conduct routine maintenance and operation through Upper Columbia Area Office, UCAO, supply lineMaintain and clean the rest rooms and laundry facilitiesCoordinates completion of small and major repairs; electrical, plumbing, and misc. through BOR UCAO.Secure premises and equipment from theft and vandalismMaintain water well and chlorinator*Daily - Test water for chlorine level*Monthly - Collect water samples for coli form*Collect other water samples as required by State Health Dept.** - Must be completed under the direction of a Licensed Water Manager. Mr. Dalton has managed the Yakima Kampgrounds on and off for more than ten years. He has an intimate knowledge of the campgrounds operation and maintenance and has been a temporary Reclamation employee since the campground was acquired on September 19, 2008 and his employment will end on November 18th. Mr. Dalton is a Licensed Water Manager in the State of Washington and currently lives on the premises. This contract will commence on November 18, 2008 to facilitate the continued management of the campground and shall cease once all of the tenants are relocation through the Federal Relocation Act, which is an unknown date at this time. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed action is solely within the discretion of the Government. Inquiries received by November 5, 2008 will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future, if the need arises.
