Description
See Numbered Notes 9 & 26. This procurement is for the manufacture and delivery of the Knee & Elbow Pads. Manufacturing shall be in accordance with FNS-PD-98-12 REV B, dated August 15, 2007. This will be a Total Small Business Set Aside, Indefinite Delivery Type Contract (IDTC) with minimum and maximum quantities established. Best Value Procedures will be utilized with the following evaluation factors: (1) Product Demonstration Models, and (2) Past Performance/Experience. Production Lead Time is 120 days after date of award for the initial order and 90 days for subsequent orders. Deliveries will be made to Tracy, CA and New Cumberland, PA. All materials will be furnished by the awardee. All responsible sources may submit a response, which, if timely received, must be considered by the agency. NSNs: Knee Pads Universal: 8415-01-530-2347; 8415-01-530-2350; 8415-01-530-2351 Knee pads Coyote: 8415-01-515-0363; 8415-01-515-0364; 8415-01-515-0367 Elbow Pads Universal: 8415-01-530-2148; 8415-01-530-2157; 8415-01-530-2161 Elbow Pads Coyote: 8415-01-515-0219; 8415-01-515-0222; 8415-01-515-0224 Knee Pads: Base Year – 48,750Min/243,750Max; Option 1 – 46,250Min/231,250Max; Option 2 – 46,250Min/231,250 Max. Elbow Pads: Base Year – 48,750 Min/243,750Max; Option 1 – 46,250Min/231,250Max; Option 2 – 46,250Min/231,250 Max. The estimated minimum and maximum quantities provided in this solicitation for the Knee Pads is applicable for ALL NSNs. The total overall minimum/maximum quantities for the base year are 48,750 and 243,750 respectively. The overall minimum/maximum quantity for each Option Years is 46,250 and 231,250 respectively. The minimum and maximum quantities cited are estimates and the Government reserves the right to order any combination of Knee Pads as directed by demands experienced, as long as the combined minimum quantity of 48,750 is met and shall not exceed the overall maximum quantity of 243,750 for the base year and 46,250 minimum / 231,250 maximum for each option year. The minimum and maximum quantities cited are estimates and the Government reserves the right to order any combination of Elbow Pads as directed by demands experienced, as long as the combined minimum quantity of 48,750 is met and shall not exceed the overall maximum quantity of 243,750 for the base year and 46,250 minimum / 231,250 maximum for each option year. The Annual Estimated Quantity (AEQ) for the Knee Pads is 195,000 for the Base Year, 185,000 for Option 1 and 185,000 for Option 2. The AEQ for the Elbow Pads is 195,000 for the Base Year, 185,000 for Option 1 and 185,000 for Option 2. Remember to enter information relating to Options in your synopsis! A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and “specialty metals” (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
