- This is a combined synopsis/solicitation for commercial commodity prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being requested as a Request for Quote (RFQ); solicitation number is H92244-09-T-0024, as a Firm Fixed Price (FFP) type contract with fixed unit prices. The anticipated award date is on or about 28 October 2008. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27, effective 17 October 2007. North American Industrial Classification Code (NAICS) 611699 applies to this procurement. This procurement is a 100% Small Business Set Aside. The size standard is $6.5M. Section B Schedule of Supplies/Services CLIN 0001 Description: Vehicle Entry Course, Quantity: 1, Unit of Issue: Lump Sum, Number of Students: 8, Session of Performance: November 17, 2008 - November 21, 2008 CLIN 0002 Description: Vehicle Entry Course, Quantity: 1, Unit of Issue: Lump Sum, Number of Students: 6, Session of Performance: December 1, 2008 - December 5, 2008. In addition to the training class the contractor shall provide 5 additional tool kits. Place of Performance: Contractor's facility, CONUS. Section C Performance Statement of Work Course of Instruction: Contractor shall provide two master mechanics as instructors. The master mechanics will provide advanced vehicle entry instruction. As a result of the training, students must achieve the required knowledge, skills and abilities needed to develop techniques of entering vehicles using non-destructive and destructive means as well as starting vehicles by hotwiring and using more aggressive forms. Training objectives include: - Identify the types of vehicles and the best means to enter the vehicle using destructive and non-destructive means. - Methods will be taught to defeat the steering wheels and lock mechanisms. - Ability to fabricate tools for entry and to defeat audible alarms and security systems. - Acquire boats and other machinery-like farm equipment and generators. - The contractor shall provide a course of instruction that will teach various methods of entry to include industrial equipment and marine craft. - The contractor shall provide a course of instruction that will teach the students on the various types of ignition systems and steering locks and how to defeat/bypass them. - The contractor shall provide a course of instruction that will teach the use of tools to enter various vehicles and equipment. - The contractor shall provide a course of instruction that covers the various components of an engine and how they relate to vehicle acquisition. - The contractor's course of instruction shall cover an assorted variety of vehicles from European models to Asian models. - The course shall be a combination of practical exercises and classroom instruction. The contractor shall provide a detailed outline of the course being proposed to include a day by day (and hourly) breakout of the course objectives, and the equipment available for use during training. The contractor shall provide at a minimum 2 master mechanics for the training. Instructor must be master mechanics with experience with government and law enforcement agencies. FAR 52.209-1 Qualification Requirements (FEB 1995) 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the course to meet the governments need, past performance, price, and delivery schedule. Technical competence and past performance, when combined, weighs more than price. Offerors shall submit past performance information to include contract number, government agency point of contact and contact information, description of supplies/services provided, unit of issue, unit price, and extended price. Past performance shall be current and shall not exceed three (3) fiscal years before posting date of the combined synopsis/solicitation on FBO. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Except as specified herein, no order, statement, or conduct of Government personnel who visit the contractor's facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause in Section I. In the event the Contractor effects any change at the direction of any person other the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof..
