Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA), Office of Research and Development, National Risk Management Research Laboratory, Air Pollution Prevention and Control Division (APPCD), located in RTP, North Carolina intends to negotiate on a sole source basis, under theauthority of FAR 6.302-1, with Tekran Instruments Corporation for Three (3) Tekran 3332 Mercury Continuous Emission Monitoring System Replacement Sample Probes. This procurement is for the replacement of Three (3) 3332 Mercury Continuous Emission Monitoring System Sample Probes by the original equipment manufacturer, Tekran Instruments Corporation. The sample probes are components of EPA/NRMRL/APPCD's Tekran Mercury Continuous Emission Monitoring Systems. The existing sample probes are obsolete and are no longer technically supported. The estimated value of the mercury sample probes is $40,000. The nature of the acquisition requires a contractor that possesses the unique capabilities to provide the sample probes, labor and expertise to upgrade our existing Continuous Emission Monitoring System. These unique capabilities are essential because if the Mercury Continuous Emission Monitoring System Sample Probes upgrade cannot be obtained, EPA will not be able to operate its current Mercury Continuous Emission Monitoring System to perform necessary research. EPA has identified Tekran Instruments Corporation as the only provider of commercial equipment able to meet the requirements of this procurement. Subsequently EPA has determined that Tekran Instruments Corporation is the only manufacturer that can provide the items that can meet the requirement listed above. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, any firm believing itself capable of providing the items with the specifications listed above may submit appropriate documentation within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
