- The Naval Air Systems Command Headquarters (NAVAIRHQ), Patuxent River, MD intends to procure the integration of a Multi-Mode Radar (MMR) for use on the Vertical Takeoff and Landing Tactical Unmanned Air Vehicle (VTUAV). The MMR will complement the electro optic sensor currently on the baseline VTUAV and provide multiple modes of operation in support of Intelligence, Reconnaissance and Surveillance operations. The VTUAV with MMR subsystem is scheduled to be fielded in mid 2011. The Government plans to solicit and negotiate on a sole source basis for the integration of the MMR with Northrop Grumman Systems Corporation (NGSC), Integrated Systems Western Region. Under the authority of FAR 6.302-1, this firm is considered the only supplier for this requirement, as they are the sole source designer, manufacturer, and integrator of the VTUAV baseline system at this time. As such, they were responsible for the development of the system and the capability to incorporate modular payloads via an open architecture of interfaces and control systems. The drawings, specifications and performance requirements for the VTUAV system is currently being developed by NGSC under a NAVAIR contract, N00019-00-C-0277. It is the intention of the Navy that when the System Development and Demonstration phase is completed, NGCS will assume responsibility as the prime integrator of the VTUAV and the MMR. A full and open competition will be conducted by NGSC to determine which MMR subsystem can meet the government performance requirements. The MMR will be required to meet open standards policy guidelines. Additionally, the MMR will be required to operate in Inverse Synthetic Aperture Radar mode and have a Maritime Moving Target Indication mode as well. The intent is to integrate a Technology Readiness Level 6 system onto the air vehicle. NAVAIR intends to procure the integration of a MMR under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all responses to this synopsis received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
