Description
VA Medical Center, 325 New Castle Rd, Butler, PA is seeking the services of a qualified Architect-Engineer to provide design services for Project 529-09-102 Phase #4 Electrical. Design is to include demolition and replacement of existing generators (which are approx. 30 years old) and underground storage tanks in Buildings 2, 3, 7; the A/E will evaluate the existing generators to determine accuracy of size, load capacity to either increase or decrease the size of each generator and design accordingly per the evaluation. The A/E will evaluate the underground storage tanks to determine proper size and capacity and to design each underground storage accordingly and per all EPA regulations. Generators for Buildings 2 and 3 will be installed outside of these buildings inside proper enclosures. The A/E will design for replacement of the existing transfer switches in Buildings 2, 3, & 7. A/E to evaluate the existing generator in Building 47 to determine proper load capacity and design for installation of a load bank system to meet VA criteria and load requirements if applicable. A/E will design to re-feed the primary power source for Building 47, which currently is fed from Building 98, and will be fed from an existing manhole located on First Street and into Building 47, which will also include a new duct bank and associated utility systems and transformer. A/E to design for a new generator (located outside and with proper enclosure), underground storage tank and transfer switch for Building 4. A/E is to evaluate the existing street light system to determine the adequacy of lighting for this medical center campus. If found that additional lighting systems are required, A/E to design additional street light systems. A/E to design this project using all necessary code requirements. A/E to evaluate areas/equipment to be renovated to determine if asbestos is in these areas; if so, A/E to design to remove all asbestos. A/E to design to remove asbestos, and retain I.H. for monitoring during the abatement process. The estimated construction is between 2 and 5 million. In accordance with P.L. 100-656 Small Business Competitive Demonstration Program Act of 1988, this is a non-restrictive business size procurement; however, it is restricted to those firms of a geographical area of within fifty miles of the VAMC, Butler, PA 16001. The completion time is 125 days from notice to proceed. The NAICS code is 541330. Selection criteria will be in accordance with FAR 36.602-1, which will include at a minimum: (1) Team proposed for this project, (2) Proposed management plan, (3) Previous experience of proposed team, (4) Location and facilities of working offices, (5) Proposed design approach for this project, (6) Project Control, (7) Adequate Resources, (8) Estimating effectiveness, (9) Miscellaneous experience and capabilities, (10) Litigation and Insurance, and any other appropriate evaluation criteria.
