Description
CONTRACTING OFFICE ADDRESS: General Services Administration, Public Buildings Service (PBS), NB Contractor, - Julien J. Studley, Inc, 555 Thirteenth Street, NW, Suite 420 East, Washington, DC 20004 REQUIREMENT: The United States General Services Administration seeks to identify sources and receive information on available office and related space within a delineated area defined below for Montgomery County, MD. GSA is seeking sources of available office and related space for lease of up to 358,440 BOMA Rentable Square Feet (BRSF) (yielding at least 309,000 ANSI/BOMA Office Area Square Feet (BOASF)) of contiguous office space in a single building for a period of fifteen (15) years. Offered sites shall be zoned for commercial office facilities with required density to house this requirement. Offered sites shall not be in a floodplain and shall possess the requisite infrastructure to support this requirement. Offered space shall achieve a minimum of LEED-NC Silver level certification and shall comply with the security requirements for a Level IV facility under the ISC Security Standards for Leased Space, except that the “New Construction – Blast/Setback Standards” shall not apply. GSA intends to use this information from prospective sources to issue a Solicitation for Offers. LOCATION: All properties submitted to the Government must be located within the following Delineated Area bounded by: North - Old Georgetown Road Extended South - Nicholson Lane East - Citadel Avenue (Extended) West - A Line 500 Feet West of and Parallel to the Center Line of Rockville Pike LEASE TERM: Fifteen (15) years. EXPRESSIONS OF INTEREST MUST BE SUBMITTED IN WRITING NO LATER THAN NOVEMBER 10, 2008 AND SHOULD INCLUDE THE FOLLOWING INFORMATION: 1) Building name & address and evidence of ownership or control of building and site; 2) Contact information and E-mail address of Lessor’s Representative; 3) Estimated BRSF and BOASF that could be delivered to meet this requirement; 4) Asking rental rate range per BRSF (based on GSA Warm Lit Shell and Tenant Improvement Allowance of $46.60 per BOASF); 5) Estimated timeframe in which building could be ready for commencement of tenant improvements; 6) Estimated timeframe in which space could be delivered as substantially complete for occupancy by the Government; 7) Provide evidence of the square footage that can be achieved by matter of right under current zoning and identify any steps and related timeframes necessary to obtain additional density, if needed. If increased density is dependent upon White Flint sector plan approval, provide a positive assurance statement from the Montgomery County Department of Park and Planning confirming the expected density under the sector plan, any applicable conditions, and the date the sector plan is expected to be fully and finally approved; 8) Project planning and site plan approval status; 9) Provide positive assurance statements from WSSC, Washington Gas, and PEPCO stating whether the offered site is fully accessible to their services and their existing infrastructure. If not, the assurance statements shall identify the plans and affirm the capability of each provider to meet the capacity for water, sewer, natural gas, and electricity, respectively, to support this facility.
