- Introduction: The National Institute for Occupational Safety and Health is pursuing LEEDS certification at the Taft Laboratory Building. This certification is in accordance with CDC guidelines and in compliance with Presidential Executive Order 13423. The LEEDS program certifies that the facility is being operated within "Green" guidelines developed by the United States Green Building Council and in compliance with the aforementioned Presidential Directive. This Presidential Directive mandates environmental compliant operation of all federal facilities. Scope of Work: The contractor shall provide the following services related to obtaining a Unites States Green Building Council Existing Building LEEDS Certification for the Taft Laboratory. 1. Provide a LEED AP Professional Consulting Services. This service is to develop a roadmap Operations Manual that covers all certification requirements and what processes that construction, maintenance, operations and housekeeping must implement and maintain for initial and continual certification. 2. Conduct an energy management and refrigerant management operational best practices study.The study must be conducted by a Certified Energy Mechanical Engineer. 3. Conduct an American Physical Plant Custodial Level II study reviewing procedures, products and level of cleanliness 4. Conduct an Asbestos Management Survey that develops, policies, procedures and program responsibilities in accordance with LEEDS and applicable environmental laws. The study must be conducted by a Certified Industrial Hygienist licensed in the state of Ohio. 5. Conduct an Outdoor Impact Study identifying opportunities to obtain LEEDS credits. Additionally, identify improvements with associated cost that the government can execute to obtain additional LEEDS credits. The CDC/NIOSH intends to conduct negotiations on a sole source basis for a contract modification with the existing facilities maintenance contractor, Four Seasons Environmental, Inc. This project is supported by a Justification for Other Than Full and Open Competition to Four Seasons Environmental, Inc. under the authority of 41 U.S.C. 253(C)(1).
