Description
This is a SPECIAL NOTICE to announce an INDUSTRY DAY for JAMAICA BAY MARSH ISLAND RESTORATION to be held on Wednesday, November 5, 2008 beginning at 1:00 PM. The purpose of this event is to allow the Government an opportunity to provide a brief overview of upcoming contract requirements, address specific questions relating to the attached Draft Elders Point West Marsh Island Restoration Plans, survey small business interest in the contract requirements, and to seek information that can be valuable in planning the strategy for the beneficial use of dredged material to restore marsh islands within Jamaica Bay, New York. The contracting requirement for Elders Point West Marsh Island Restoration is scheduled to be awarded in 2009. The Government invites companies from the dredging industry; companies from landscaping, ecological restoration or earthwork industry; and all other interested companies to participate. OVERVIEW The U.S. Army Corps of Engineers, New York District, and partner agencies are evaluating alternatives for implementing restoration of marsh islands within Jamaica Bay, New York. USACE is specifically evaluating beneficial reuse of dredged material from the New York & New Jersey Harbor Deepening Project to accomplish restoration of Elders Point West Marsh Island and Yellow Bar Hassock Marsh Island in Jamaica Bay, Brooklyn, New York. Focus was placed on beneficial use opportunities in Jamaica Bay in response to the environmental community's growing concern regarding the significant and continuing loss of the bay's productive salt marsh habitat. Jamaica Bay is the largest tidal wetland complex in the New York City metropolitan area, valuable to wildlife and fisheries habitat and the human environment. Mapping analysis has shown that nearly half the bay's vegetated marsh habitat disappeared between 1924 and 1999, and that the rate of marsh loss has been increasing over time. The New York State Department of Environmental Conservation estimated that marsh island habitat could vanish by 2024 if no action is taken by the natural resource community. USACE completed initial construction of a marsh island restoration project at Elders Point East in 2006-2007 as environmental mitigation for the New York & New Jersey Harbor Deepening Project. The Elders Point East Mitigation Project was constructed via reuse of dredged material from Rockaway Inlet. The dredged materials were temporarily stockpiled at an upland area located off-island prior to pumping to the island for grading and planting. Upcoming restoration projects could involve transport of dredged material from the New York & New Jersey Harbor to Jamaica Bay with direct placement of material on-island as fill within the existing or historical marsh island footprint. Grading would follow fill to achieve substrate elevations needed for salt marsh plant growth. GENERAL SCOPE The scope of work for Elders Point West Beneficial Use of Dredged Material Marsh Island Restoration would involve placement of 163,000 to 220,000 cubic yards of dredged material on the island to grade and plant for restoration of an area approximately 33.95 acres in size. The proposed sources of dredged material for upcoming contract requirements include the Ambrose and Anchorage Channels of the New York & New Jersey Harbor Deepening Project; however, the Government is also exploring dredged material beneficial use opportunities for future cycles for Rockaway Inlet Maintenance Dredging. The scope of work for Yellow Bar Hassock Beneficial Use of Dredged Material Marsh Island Restoration would involve placement of 150,000 to 300,000 cubic yards of dredged material on the island to grade and plant an area approximately 24 to 60 acres in size. USACE is currently targeting the northern portion of Yellow Bar Hassock marsh island for restoration. Federal, state, and local resource agencies are developing a framework for a long-term marsh island restoration program for Jamaica Bay. One of the desired outputs of the industry meeting will be the identification of cost-efficient construction methodologies for marsh island restoration. The industry meeting will be structured for discussion of design and construction methodology alternatives, as well as alternative construction contract acquisition strategies. THIS IS AN INDUSTRY DAY ANNOUNCEMENT for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and there may be No contract awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. USACE is restricting in-person attendance to the first fifty (50) companies to contact the POC below. Each company that is notified that its attendance request has been accepted can only send two representatives each. If space permits, this limitation scenario may change and will be posted on FEDBIZOPPS. A conference line will also be available for interested parties to participate via phone. Specific questions regarding the attached draft Elders Point West PLANS AND SPECIFICATIONS and other materials to be posted on FEDBIZOPPS shall be submitted in writing to Ms. Megan Jadrosich at Megan.B.Jadrosich@usace.army.mil. Responses to these questions will be addressed during the industry day meeting. Additionally, during the meeting, each company will be allowed to ask questions. The industry meeting agenda will involve introductory presentations by the Government, followed by interactive discussion of features of work involved with marsh island restoration and contract strategies. Additional background materials and meeting handouts will be posted to FEDBIZOPPS prior to November 5, 2008. It is recommended that interested parties check the website for updates. Government presentations will include an overview of the proposed restoration projects, a framework for meeting facilitation, and technical lessons learned from the Elders Point East Mitigation Project.
