- The Federal Aviation Administration (FAA) is currently in the process of developing a Screening Information Request (SIR) for the Alaska Flight Service Modernization (AFSM) Automation Program.In the interim, draft Specification No. FAA-E-2008 "Alaska Flight Service Modernization (AFSM) Automation System" is attached for industry review and comments. The purpose for releasing this draft Specification is to acquire feedback on whether or not the AFSM requirements are clearly stated and understandable. The AFSM requirements consist of three levels of functionality: 1.Tier 0 - functionality that must be available from the Contractor upon contract award.2.Tier 1 - functionality may be available at contract award, depending upon the successful contractor's solution. Tier 1 is not required prior to implementation.3.Tier 2 - functionality is not expected to be available at contract award but may be required by the FAA during the life of the contract.The Specification shows the Tier 1 and Tier 2 requirements with an asterisk; however the Specification does not delineate which requirements are Tier 1 or Tier 2. An attachment in Section J of the SIR will indicate which requirements are Tier 1 and which are Tier 2. The attachment is not being made available at this time. Written Industry comments are due no later than October 30, 2008. Further, the FAA is not seeking or accepting unsolicited proposals. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to the request for comments. Therefore, any costs associated with and submissions from an interested party will be solely at the interested party's expense. Failure to provide comments to the Draft Specification will not result in exclusion from any future competition. Any information provided under this request for comments is for informational purposes only and will not be released to the public. Any proprietary information submitted must be adequately marked as proprietary and will be protected if appropriately marked.
