Description
REQUEST FOR INFORMATION 1.0 Description 1.1 The Space and Naval Warfare Systems Command (SPAWAR) in support of the Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I) Communications Program Office (PMW 170) is seeking information on how an interested contractor could provide Navy advanced Low Noise Amplifier (LNA) technology. 1 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The information provided in the RFI is subject to change and is not binding on the Government. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested partys expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If an RFP is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website and the SPAWAR E-Commerce Central website at https://ecommerce.spawar.navy.mil. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background Navy satellite communications throughput capabilities have been growing at an exponential rate in recent years and demand growth shows no indication of slowing down. Users continue to rate increases in communications throughput capabilities near the top of all prioritized communications needs lists. To enhance the ability of satellite communications terminals to receive data at higher rates involves improving the figure of merit, G/T, of the terminal. Due to limited shipboard space availability, increasing the gain G of terminals by increasing aperture size is frequently difficult, if not impossible. Consequently, this RFI is focused on options that may be potentially available to decrease the noise temperature, T, of the shipboard satellite communications terminal. 3.0 Requested Information PMW/A 170 is soliciting industry status on conventional and novel low noise amplifier (LNA) technologies in the super high frequency (SHF) frequency band (20.2-21.2 Ghz) for circularly polarized RF carriers with the goal of enabling bandwidth efficient modulation modes and correspondingly higher data rates while consuming no additional satellite resources. Design considerations of interest include active and passive cooling for noise figure reduction and may include optional front-side bandpass filtering. Technical parameters of interest for LNAs are: weight, power consumption dissipation, operational temperature and input levels, physical size, reliability, and performance specifications (noise figure, gain, gain flatness, 1dB compression point, VSWR, phase linearity, etc.). Navy emphasizes a need for graceful degradation given cooling failure, and will consider optional integration with tunable filters. 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with a white paper. 4.2 White papers in Microsoft Word or Adobe PDF format, supplemented with Excel, PowerPoint and.pdf formatted attachments as necessary, are due no later than 02 December 2008, 12:00 Noon PDT and must be submitted to SPAWAR electronically via the SPAWAR E-Commerce Central website, located at: https://ecommerce.spawar.navy.mil. Respondents must register and select a password in order to submit a paper. Respondents are required to read the Submitting a Proposal information located on the SPAWAR E- CC website. Should technical difficulties occur, respondents should immediately notify the SPAWAR contract specialist, Kenneth Nickel, at kenneth.nickel@navy.mil. 4.3 Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. All submissions become Government property and will not be returned. If any respondee does not currently have a Proprietary Data Protection Agreement (PDPA) that would permit the SPAWAR support contractors listed below to review and evaluate white papers submitted in response to this RFI, the respondee is requested to sign PDPAs with these SPAWAR support contractors for this purpose. The following is a list of support contractor Points of Contacts who will review the responses. Section 1 of the white paper shall provide administrative information and shall include the following as a minimum: 4.4.1. Primary Point-of-Contact. Name, mailing address, overnight delivery address (if different from mailing address), phone number, facsimile phone number, and e-mail address. 4.4.2. Either: (a) copies of executed PDPAs with the above-listed Government support contractors or, (b) a statement that the respondee will not allow the Government to release its proprietary data to the Government support contractors. In the absence of either of the foregoing, the Government will assume that the respondee does NOT agree to the release of its submission to Government support contractors. 4.4.3. Business type (large business, small business, small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran- owned small business). Small business concern means a concern, qualified as a small business under the criteria and size standards in 13 CFR part 121. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at http://www.arnet.gov. The North American Industry Classification System (NAICS) code for this requirement is 334220 and the small business size standard is 750 Employees. 4.4.5. The facility security clearance of the responder. 4.5 Section 2 of the white paper shall address the Requested technical information presented in Sections 3.0 of this RFI and shall be limited to 20 pages, including attachments. Following is a suggested outline for the technical response: 4.5.1 Technical Approach: Briefly describe technical approach to include development history, technology readiness level(s), performance parameters, and predicted reliability/lifetime. 4.5.2 Cost and Schedule Estimates: Cost and availability estimate. 4.5.3 Risk Assessment Summaries: For the technical approach, provide a summary assessment of the six (6) highest performance, schedule and cost risks(i.e., 6 total risks). 4.6 Section 3 of the white paper shall provide the following: 4.6.1 Corporate Experience: Describe relevant past performance, including qualifications and experience of potential teammembers. (5 pages maximum.) 4.6.2 Additional Material: Any other supporting data deemed appropriate, including recommendations for any future Navy acquisition such as scope and contracting strategy. (5 pages maximum.) 5.0 Industry Discussions SPAWAR/PEO C4I PMW 170 representatives may or may not choose to hold discussions with parties responding to this RFI. Such discussions would be limited to clarifications of submitted written material. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the SPAWAR contract specialist, Kenneth Nickel, at kenneth.nickel@navy.mil. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the SPAWAR E-Commerce Central website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 20 November 2008 will be answered. Interested parties are invited to subscribe to the above SPAWAR website to ensure they receive any important information updates connected with this RFI. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The information provided in the RFI is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the items discussed and release of this RFI should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. Responses to this RFI will not be considered offers and cannot be accepted by the Government to form a binding contract. All submissions become Government property and will not be returned.
